(a) 
Prohibited acts.
It shall be unlawful for any person to drive or operate any motor vehicle in or upon any public property in the city except on paved roadways or streets, parking areas such as shopping center parking lots, public alleys and driveways which are specifically designed for motor vehicle traffic.
(b) 
Penalty.
Any person violating any of the provisions of this section shall be deemed guilty of a misdemeanor and upon conviction in the municipal court of the city shall be subject to a fine in accordance with the general penalty provision found in section 1.01.009 of this code.

(a) 
Definitions.
The following words and phrases, when used in this section, shall, for the purpose of this section, have the meanings respectively prescribed for them in this subsection as follows:
Alley.
Any public way not exceeding twenty (20) feet in width which is used primarily for vehicular service access to the back or the side of properties otherwise abutting on a street.
Motor vehicle.
Every vehicle which is self-propelled but not operated upon rails.
Residential area.
The territory adjacent to an alley when the property on such alley for a distance of three hundred (300) feet or more is in the main improved with residences.
(b) 
Unlawful use.
It shall be unlawful and an offense for any person to operate a motor vehicle upon an alley in a residential area within the corporate limits of the city unless otherwise provided for in subsection (c) of this section.
(c) 
Lawful use.
It shall be lawful to operate a motor vehicle upon any alley within the corporate limits of the city where passage is primarily for the convenience of the properties abutting thereon and for the convenience of those who provide a service for said abutting properties.
(d) 
Speed limit.
It shall be unlawful to operate a motor vehicle upon an alley within the corporate limits of the city at a speed greater than fifteen (15) miles per hour.
(e) 
Posting of signs.
The chief of police of the city is hereby authorized to install such signs as may be necessary to control alley traffic as affected by the passage of this section.
(f) 
Penalty.
Any person violating any of the provisions of this section shall be deemed guilty of a misdemeanor and shall be subject to a fine in accordance with the general penalty provision found in section 1.01.009 of this code.

No though traffic shall be permitted on any alley within the city limits except for sanitation vehicles, service vehicles making pickups or deliveries, or authorized emergency vehicles.

(a) 
Prohibited acts.
The driver of any vehicle, other than one on official business or volunteer firemen on duty, shall not follow any fire apparatus, fire truck or fire department emergency vehicle traveling in response to a fire alarm closer than one thousand (1,000) feet, or drive into or park any such vehicle within the block where the fire apparatus, fire truck or fire department emergency vehicle has stopped in answer to a fire alarm.

Any person violating any of the provisions of this section shall be deemed guilty of a misdemeanor, and upon conviction in municipal court shall be subject to a fine in accordance with the general penalty provision found in section 1.01.009 of this code.

(a) 
Operation on sidewalk or pedestrian way prohibited.
No person riding on and propelling a bicycle, roller skates, skateboard or any similar vehicle or device propelled by human power may ride, propel or operate the same on any area designed, marked or used as a sidewalk or pedestrian way, except upon a permanent or duly authorized temporary driveway, within a retail area as defined in this section.
(b) 
Posting of signs.
The owner or person in control of a retail area as defined in this section shall post a conspicuous sign at all entrances to the retail area as defined in this section, such sign to contain language that clearly prohibits a person from riding on and propelling a bicycle, roller skates, skateboard or similar vehicle or device propelled by human power upon areas marked or used as a sidewalk or pedestrian way. The size, design and wording of such sign shall be as approved by the chief of police of the city.
(c) 
Retail area defined.
"Retail area" as used in this section shall mean any area within a retail district, neighborhood service district, commercial highway district, commercial district or other zoning district of the city which permits neighborhood shopping facilities, retail and service uses, office uses and other nonresidential uses predominantly serving personal needs with retail sales, provided that the area within which the vehicles described herein may be prohibited shall be those sidewalks, pedestrian ways, driveways or other marked areas or ways adjacent to or abutting such retail establishments or leading to such establishments from their required parking areas.
