(a) 
The purpose of this section is to reduce hazardous traffic conditions resulting from the use of Centre Street and Pecan Street within areas zoned for residential uses for the parking of vehicles by persons using the city's activity center, to protect that district from polluted air, excessive noise, and trash and refuse caused by the entry of such vehicles, to protect the residents of that district from unreasonable burdens in gaining access to their residences, to preserve the character of that district as a residential district, to promote efficiency in the maintenance of those streets in a clean and safe condition, to preserve the value of the property in that district, to preserve the safety of children and other pedestrians and traffic safety generally, and to preserve the public health, safety and general welfare of the inhabitants of the city.
(b) 
To accomplish the purposes set out in subsection (a) above, parking on the west side of the 400 block of South Centre Street will be permit parking for residents and their guests only at all times, parking on the east side of the 400 block of South Centre Street shall be prohibited, parking on the south side of the 100 and 200 blocks of Pecan Street will be by permit for residents and their guests only at all times, and parking on the north side of the 100 and 200 blocks of Pecan Street shall be prohibited at all times.
(c) 
The city manager or his designee shall provide parking permits to the residents of the blocks described in subsection (b) above equal in number to the number of motor vehicles registered to the resident of each property plus four (4) guest parking permits for each residence.
(d) 
It shall be unlawful and an offense for any person to leave, stand or park any motor vehicle, trailer, boat or other impediment in any area where parking is prohibited under this section and it shall be unlawful for any person to leave, stand or park any motor vehicle, trailer, boat or other impediment in any area restricted to permit parking only under this section unless such motor vehicle, trailer, boat or other impediment shall have permanently affixed thereto the parking permit provided for by this section.
(e) 
The chief of police is authorized and directed to install the appropriate signs as provided in section 22.02.001 to establish the prohibited and restricted parking zones provided for in this section. All such signs shall conform to the Uniform Manual on Traffic Control Devices promulgated by the state department of transportation. The parking permits provided for in this section shall be on a form and affixed in the manner required by the city manager or his designated representative in accordance with the provisions of this section.

From and after the passage of this section and the erection of appropriate signs as provided herein, it shall be unlawful for any person to leave, stand or park any motor vehicle at any point on Pleasant Run Road from the point of its intersection with Cornell Road to the point of its intersection with Interstate Highway 35E in the city.

It shall be the duty of the city manager, or some other person designated by him, to erect appropriate signs or mark curbs giving notice of the no parking regulation described herein, and such regulation shall not be effective unless such signs or markings are in place and are visible to ordinarily observant persons.
(c) 
Penalty.
Any person violating any of the provisions of this section shall be deemed guilty of a misdemeanor, and upon conviction in the municipal court of the city shall be subject to a fine in accordance with the general penalty provision found in section 1.01.009 of this code.

It shall be the duty of the city manager, or some other person designated by him, to erect appropriate signs or mark curbs giving notice of the no parking regulation described herein, and such regulation shall not be effective unless such signs or markings are in place and are visible to ordinarily observant persons.

From and after April 1, 1985, and the erection of appropriate signs as provided herein, it shall be unlawful for any person to leave, stand or park any motor vehicle at any point on Willowcreek Drive (both North and South) from the point of its intersection with Sycamore Lane to the point of its intersection with Pleasant Run Road in the city.
(b) 
Signs or markings.
It shall be the duty of the city manager, or some other person designated by him, to erect appropriate signs or mark curbs giving notice of the no parking regulation described herein, and such regulation shall not be effective unless such signs or markings are in place and are visible to ordinarily observant persons.
(c) 
Issuance of citations and removal of vehicles.
(1) 
The police department is authorized to issue citations to vehicles parked or left in a no parking area in violation of this section, and to immediately remove or cause the removal of the vehicle or impediment to the city pound and to hold the same until claimed by the owner.
(2) 
The police department is authorized to hold the vehicle and to charge a pound fee in accordance with an established schedule before such vehicle will be released.
(d) 
Penalty.
Any person violating any of the provisions of this section shall be deemed guilty of a misdemeanor, and upon conviction in the municipal court of the city shall be subject to a fine in accordance with the general penalty provision found in section 1.01.009 of this code.

It shall be the duty of the city manager or his designee to erect appropriate signs or markings giving notice of the parking regulation set out in subsection (a) of this section, and such regulation shall not be effective unless such signs or markings are in place and are visible to ordinarily observant persons.

It shall be unlawful and an offense for any person to leave, stand or park any motor vehicle at any point on the side of the 500 block of Rolling Hills Place, beginning seven hundred eighty-five feet south of said street's intersection with Gateway Street and ending three hundred twenty feet north of said street's intersection with Gateway Street.

The city manager or his designee shall cause the installation of appropriate no parking traffic signs or markings along those portions of Rolling Hills Place designated as no parking zones in accordance with this code, and such prohibitions as defined herein shall not be effective until such signage and/or markings are in place and visible.

It shall be unlawful and an offense for any person to leave, stand or park any motor vehicle in the 700 to 800 block of West Rea Avenue, Monday through Friday, during the hours of 7:00 a.m. to 9:00 a.m., on dates designated by the city manager or his designee and posted by the city engineer.
(b) 
Signs or markings.
The city manager or his designee shall cause the installation of appropriate no parking traffic signs or markings, specifying the designated dates, days and times, along those portions of West Rea Avenue designated as no parking zones in accordance with this code, and such prohibitions as defined herein shall not be effective until such signage and/or markings are in place and visible.

It shall be unlawful and an offense for any person to leave, stand or park any motor vehicle in the 1100 to 1200 block of Ash Lane during the hours 7:00 a.m. to 9:00 a.m., Monday through Friday, on dates designated by the city manager or his designee and posted by the city engineer.

The city manager or his designee shall cause the installation of appropriate no parking traffic signs or markings, specifying the designated dates, days and times, along those portions of Ash Lane designated as no parking zones in accordance with this code, and such prohibitions as defined herein shall not be effective until such signage and/or markings are in place and visible.
