(a) 
Mayor pro tem.
The city council at its first meeting or as soon as practical each year after its general election shall, in accordance with the home rule charter, elect a mayor pro tem.
(b) 
Deputy mayor pro tem.
The city council shall, at the meeting provided in this section, elect a deputy mayor pro tem. The deputy mayor pro tem shall serve in the absence of the mayor pro tem. In the event that the mayor pro tem declines to act or serve in case the mayor’s position is vacated as provided in the home rule charter, the deputy mayor pro tem shall be deemed to fill the unexpired term of the mayor.
(c) 
Filling of vacancies; election of councilmember to serve as mayor.
(1) 
In the event that either the mayor pro tem or deputy mayor pro tem fills the vacated position of mayor, then a special election shall be called to fill the unexpired term of the position of the councilmember filling the unexpired mayoral term.
(2) 
In the event that either the mayor pro tem or deputy mayor pro tem declines to fill the unexpired term, the council shall, within thirty (30) days of such declination, elect from its members a mayor to fill the unexpired term. A special election shall be called to fill the unexpired term of the city council member filling the unexpired mayoral term.
