(a) 
There shall be a police department for the city, the head of which shall be a chief of police.
(b) 
The chief of police of the city shall be appointed and serve at the pleasure of the city manager.
(c) 
The police department shall be composed of the chief of police and such other officers, patrolmen and other employees as may from time to time be authorized and appointed under the authority of the city manager.
(d) 
The chief of police shall be authorized to establish rules and regulations governing the policies and personnel of the police department.
(e) 
It shall be the duty of the police department to enforce the ordinances of the city, the state laws, and any other laws subject to enforcement.

Any policeman of the city may arrest without warrant persons found in suspicious places and under circumstances which reasonably show that such persons have been guilty of some felony or breach of the peace, or that they are committing or are about to commit some offense against the laws. Where it is shown by satisfactory proof to any policeman, upon the representation of a credible person, that a felony has been committed and that the offender is about to escape so that there is no time to procure a warrant, such peace officer may without warrant pursue and arrest the accused.

Any policeman making any arrest shall take the person arrested forthwith before a magistrate of this county, where he will be informed of his rights by the magistrate, given reasonable time and opportunity to confer with counsel and be admitted to bail if allowed by law.

(a) 
The city council hereby approves the use of unmarked vehicles by the police department when used for the purpose of performing official duties and when, in the opinion of the chief of police, such use is reasonably necessary for effective law enforcement, and such use is hereby determined and declared to be in the public interest and for the preservation and protection of the public health, safety and general welfare.
(b) 
This section is intended as a specific exclusion to the requirements of V.T.C.A., Transportation Code, chapter 721, and is not intended to exclude any other type of city-owned motor vehicle or piece of heavy equipment required to be marked by such statute.

The police department of the city may provide fingerprinting services to individuals, whether resident or nonresident, for the purposes of employment, adoption and other personal and professional reasons. All individuals requesting and receiving such service shall be charged a reasonable fee as established by resolution of the city council.
