The fees as established by the city council shall be charged by the city.

Where work for which a permit is required by this chapter is started or proceeded with prior to obtaining said permit, the fees shall be doubled. The payment of such double fee shall not relieve any persons from fully complying with the regulations prescribed in this chapter in the execution of the work or from any other penalties prescribed herein.

Where work for which a permit is required and has been issued is inspected by the code official and red-tagged for noncompliance with city codes, and a second inspection is required, an additional fee as established by the city council shall be charged for each necessary subsequent inspection.

Any Lancaster Independent School District public school shall be exempt from payment of the fees provided by this article, provided that such public schools shall not be excused from the necessary permit approval processes enumerated in this chapter or in any other code or ordinance of the city.
