Words in the present tense include the future and vice versa; words in the singular number include the plural number and vice versa; the word "building" includes the word "structure."
As used in this chapter, the following terms shall have the meanings indicated:
ACCESSORY BUILDING
A supplemental building or portions of the main building, the use of which is incidental to the main building.
ACCESSORY USE
A use which is incidental to the main use of the premises.
AIRPORT
A place on land or water constructed and equipped for the landing and taking off of aircraft.
ALLEY
A public right-of-way other than a street, a road, a crosswalk or an easement.
BASEMENT
A story, wholly or partly underground, which unless subdivided into rooms and used for tenant purposes, shall not be included as a story for the purpose of height measurements.
BILLBOARD or SIGNBOARD
Any structure or part thereof on which lettered or pictorial matter is displayed for advertising purposes, except as otherwise permitted for identification signs.
BUILDING
A structure having a roof supported by columns or walls, for the shelter, support, enclosure or protection of person, animals, chattels or property. When separated by party walls, without openings through such walls, each portion of such a building shall be considered a separate structure.
BUILDING HEIGHT
The vertical distance from the high point to the established grade to the highest point of the coping of a flat roof, to the deck line of a mansard roof, or to the mean height of a hipped roof.
BUILDING LINES
The building line of any building shall mean the exterior surface line of the solid wall of any side of a building; provided, however, that the side yard provisions of the definition of "side yard" below shall prevail to the inconsistent herewith.
CORNER LOT
A lot located at the intersection of two streets or a lot bounded on two sides by a curving street any two chords of which from an angle of 120° or less measured on the lot side.
DISTRICT
A section or sections of the Village of Forrest for which the regulations governing the use of buildings and premises or the height and area of buildings are uniform.
DWELLING
Any building, or portion thereof, which is designed or used exclusively for residential purposes.
DWELLING, SINGLE-FAMILY
A detached building designed for or occupied by not more than one family.
DWELLING, MULTIPLE
A building designed for or occupied by more than two families and which is not maintained and operated as a hotel or apartment hotel.
DWELLING, TWO-FAMILY
A detached building designed for or occupied by not more than two families.
EASEMENT
A portion or strip of land which is a part of a lot or parcel but which has been reserved for a specific use for access of persons, utilities, or services.
FAMILY
One or more individuals occupying premises as a single household with single culinary accommodations.
FAMILY UNIT
A room or rooms designed for housing one family.
FILLING STATION
Premises used for the purpose of retailing lubrication oil, grease, gasoline or fuel, and the servicing other than repairing of motor vehicles.
FRONT YARD
The space between the front property line and the front line of the building, excluding steps, sills, roof projections and open porches and extending from one side line of the property to the other.
FRONTAGE
All the property on one side of a street between two intersecting streets (crossing or terminating) measured along the line of the street, or if the street be dead-ended, then all of the property abutting on one side between an intersecting street and the dead end of the street.
GARAGE, PRIVATE
An accessory building with capacity for not more than three motor vehicles for storage only, not more than three tons' capacity. Provided, however, that a garage designed to house one motor vehicle for each family housed in an apartment shall be classed as a private garage.
GARAGE, PUBLIC
A building or portion thereof used for the purpose of housing, servicing, repair or hiring of self-propelled vehicles for pay or where such vehicles are sold.
HOME OCCUPATION
A gainful occupation conducted by a member, or members, of the family only within its place of residence; provided, however, that the space used is incidental to residential use.
LOT
Land occupied or suitable for occupancy by one main building or use together with its accessory buildings and including the open spaces required under the regulations. A lot may include parts of or a combination of such lots when adjacent to one another and used as one parcel. Open spaces necessary for compliance with these regulations for one building or use shall not be again counted as open spaces required for any other building or uses.
LOT DEPTH
The mean distance between the front and the rear property lines of a lot.
LOT, INTERIOR
A lot other than a corner lot.
LOT LINE, FRONT
In the case of an interior lot, a line separating the narrowest street frontage of the lot from the street, except in cases where deed restrictions in effect specify another line as the front lot line.
LOT LINE, SIDE
Any lot boundary line not a front lot line or a rear lot line.
LOT LINE, REAR
A lot line which is opposite and most distant from the front lot line and, in the case of an irregular or triangular-shaped lot, a line 10 feet in length within the lot, parallel to and at the maximum distance from the front lot line.
LOT WIDTH
The mean width measurement between side and adjoining lot lines.
LOT, THROUGH
A lot having frontage on two streets at opposite ends of the lot.
MOTOR COURT, TOURIST HOME, or MOTEL
A building or group of buildings, in which lodging is provided and offered to the public for compensation, and catering primarily to the public traveling by motor vehicle.
NONCONFORMING USE
A building or premises which do not conform in its use or otherwise with all of the regulations of the district in which such building or premises is located.
PARKING LOT
A parcel of land devoted to unenclosed parking space for motor vehicles for compensation or otherwise.
PREMISES
A lot or plot including buildings thereon, if any.
REAR YARD
An open area extending across the full width of a lot between the rear line of the building and the rear line of the lot excluding ordinary projections of windowsills, belt courses, ornamental features and cornices or eaves on the principal building, also excluding accessory buildings permitted by this chapter.
SIDE YARD
An open area extending along the side lot lines between such lot lines and the exterior surface of the fascia or eave (but not including the gutter) and the building line, as defined above, whichever is nearer to the said side lot line.
STORY
That portion of a building, other than a basement, included between the surface of any floor and the surface on the floor next above it. If there is no floor above it, then the space between such floor and the ceiling next above it shall be the story.
STORY, HALF
That portion of a building under a sloping gable, hip, or gambrel roof, the wall plates on at least two opposite exterior walls of which are not more than three feet above the floor level of such half story.
STREET (or HIGHWAY)
A public thoroughfare which affords the principal means of access to abutting property.
STRUCTURE
Any construction that is built or erected, the uses of which requires location on the land, or attached to something having a location on the land.
TRAILER CAMP (or TRAILER PARK)
A plot of ground used or intended to be used for the parking of two or more trailers, and including such service buildings as are incidental thereto.
VISION CLEARANCE
An open triangular space at the street corner defined by a line connecting two points established on the street lines by measurements 15 feet from the corner, between which line and the intersecting street lines, no structures, shrubbery or other obstacles to vision may be placed temporarily or permanently.
ZONE
Same as district.
A. 
The several terms, parts and provisions of this chapter are considered severable, and if any provision of this chapter, or the application thereof to any person or circumstances, is held invalid, the remainder of the chapter and the application of such provisions to other persons and circumstances, shall not be affected thereby.
B. 
Each provision of this chapter is declared to be a separate enactment, and the invalidity of any provision or provisions shall not be held to affect the validity of other provisions.
All ordinances or parts of ordinances in conflict herewith are hereby repealed upon the effective date of this chapter.
