The purpose of this article shall be to improve and promote the health, safety and general welfare of the community pertaining to traffic regulations at parking areas of shopping centers.
Pursuant to the authority granted under § 1660-a of the Vehicle and Traffic Law of the State of New York and in accordance with the written request of Webster Plaza located at Ridge Road and Hard Road, the Town of Webster does hereby authorize the Town of Webster to:
A. 
Prohibit, regulate, restrict or limit the stopping, standing or parking of vehicles in specified areas of the parking area.
B. 
Order that a lane at least 30 feet wide be kept open in front of stores for the movement of traffic.
C. 
Order that one-way traffic be maintained from the most southerly portion of the L-shaped building in a northerly direction and then westerly to exit on Hard Road.
D. 
Adopt any such additional reasonable rules and regulations with respect to traffic and parking in a parking area as local conditions may require for the safety and convenience of the public or of the users of the parking area.
The violation of this article adopted pursuant to § 1660-a of the Vehicle and Traffic Law of the State of New York shall constitute a traffic infraction within the meaning of § 1800 of the Vehicle and Traffic Law of the State of New York.
Every person convicted of a traffic infraction for a violation of any of the above provisions of this article adopted pursuant to § 1660-a of the Vehicle and Traffic Law of the State of New York shall, for the first conviction thereof, be punishable by a fine not to exceed $50 and for a second or subsequent conviction shall be punishable by a fine not to exceed $100.
