A. 
No clearing, grubbing, grading work or construction shall begin:

(1) 
Prior to final Planning Board approval;
(2) 
Until all plans have received the appropriate approvals and signatures and have been filed with the Town of Webster and Monroe County;
(3) 
Until all required special districts have been established;
(4) 
Until all required easements have been approved by the Town and filed with Monroe County. Proof of filing in the form of a receipt with liber and page must be provided;
(5) 
Until an approved engineer's estimate and valid Letter of Credit have been filed with the Town;
(6) 
Until proof of highway work permits from the Superintendent of Highways having jurisdiction for the right-of-way has been received; and
(7) 
Until all fees have been paid.
B. 
Waivers of any of the above provisions may be granted by the Planning Board upon application in writing, and for good cause shown.
A. 
No building permits shall be issued prior to final Planning Board approval. Thereafter, building permits shall be issued in accordance with the provisions of the Town of Webster Building Code Administration and Lot Control Ordinance.[1]

B. 
No building permits shall be issued in a subdivision where the streets and roads are incomplete if the letter of credit has expired, unless a letter of renewal or other financial security is on deposit in the office of the Director of Finance. A stop-work order shall immediately be placed against all lots for which building permits have been issued at the time of expiration of the letter of credit and in absence of other financial security.

No certificate of occupancy shall be issued to any household unit until all utility services are installed and operable and the roadway foundation course is installed and approved by the Town public works inspector. Thereafter, certificates of occupancy shall be issued in accordance with the provisions of the Town of Webster Building Code and Lot Control Ordinance.[1]

As soon as subdivision or roads are complete, the Department of Public Works will request dedication papers. The subdivider shall immediately comply and proceed with details of dedication as called for under the Town of Webster Procedures for Dedication of Subdivision Streets and Roads, adopted June 3, 1965 by the Webster Town Board.[1]

The subdivider may apply to the Town Board for temporary dedication for snow plowing, provided that the binder course has been placed and approved by the Department of Public Works. Proper provision for roadway drainage shall be made. All grates and manhole covers shall be set to clear plow blades.
The subdivider shall maintain traffic on subdivision streets or roads open to the public in a manner that will protect the public from damage to person and property.
The subdivider shall keep manholes covered, prevent areas of ponding water and take such other safety measures as may be necessary to protect children that may be living in or adjacent to the subdivision.
The Town shall erect permanent street signs, and it will be the developer's responsibility to maintain them until the subdivision is completed.
The Village of Webster is hereby authorized to install water laterals for a subdivision at the time the water main is completed and tested. The developer shall pay a fee in accordance with a schedule of fees for water laterals and meters adopted by the Town Board and reviewed annually.
