No person shall obstruct the sidewalk or street with any article or substance, goods, wares or merchandise. "Obstruct" will be defined for the purposes of this article to mean to stop or impede movement through the street or sidewalk by obstacles or impediments, including any article or substance, goods, wares or merchandise. It shall be presumed that if any such obstacle or impediment is placed leaving less than three feet entirely free and clear of any such obstacle or impediment, the person so placing or allowing to be placed such impediment or obstacle and the owner of the premises adjacent to the sidewalk shall be deemed to be obstructing the sidewalk.
