The city council hereby designates The Times as the official newspaper of the city in which all required ordinances and legal notices shall be published.

An adjoining landowner may file a request with the city council for abandonment of an easement or right-of-way. The request shall be accompanied by a filing fee as provided for in the fee schedule found in appendix A of this code. The requestor shall identify any use being made of such easement and right-of-way by any public utility company or other service provider and a letter from each waiving any further use of the easement or right-of-way. The city engineer shall verify the location of the easement and establish whether any utility or service provider is using the easement. The city council shall consider the request, and if it finds it in the best interest of the city, the city council may abandon the easement or right-of-way identified by the requestor.
