There is hereby established a department of parks and recreation
which shall regulate city parks and promote and organize recreational
programs within the city.

The parks and recreation department shall be managed and controlled
by the director of parks and recreation, hereinafter referred to as
the “director,” subject to the supervision and direction
of the mayor and city council.
(1) Appointment.
The director shall be appointed by the
mayor and confirmed by the city council.
(2) Duties.
It shall be the duty of the director to direct,
control and manage all parks, parkways, playgrounds and recreation
buildings and improvements to park grounds and playground property
belonging to or under the control of the city and such other grounds
as may be placed under the director's control by the mayor and city
council, and to direct the improvement and maintenance of all such
properties. It shall also be the duty of the director to organize
and conduct recreational programs for all age groups in various parts
of the city.
(3) Powers.
The director shall have the power, subject to
the approval of the mayor and city council, to prescribe rules and
regulations for the orderly government and use of all parks, parkways,
playgrounds and recreational buildings and improvements to parks and
playground property; provided all existing rules and regulations heretofore
established shall be continued in full force until changed. Subject
to the approval of the mayor and city council, the director may make
such rules and regulations for the administration of the affairs of
the department of parks and recreation as the director shall see proper.
Such rules and regulations shall be adopted by ordinance.
(4) Subject
to the review of the mayor and city council, the director may establish
fees for programs and special events.
