There is hereby created a seven (7) member advisory board which shall assist and advise the director on the proper operation of the parks and recreational facilities. Such board shall be known as the parks and recreation board, hereinafter referred to as the “board.”

The mayor shall appoint the members of such board subject to the approval of the city council. Such members shall hold office for three (3) years, and of the first seven (7) appointments, three (3) shall be appointed for three (3) year terms, two (2) for two (2) year terms and two (2) for one (1) year terms. Thereafter, the number will depend upon the number of expiring terms. Six (6) members of the board shall be residents of the city. Should vacancies occur in the board, such vacancies shall be filled in the same manner as original appointments except such terms shall only be for the remainder of such unexpired term. Appointment of new board members will be by the mayor with the approval of the city council, at some time prior to September 1st, as terms of office will run from September 1st to September 1st.

The board is hereby empowered to establish its own parliamentary procedure, provided that such procedure shall not be in conflict with the city charter or other provisions of law or the following:
(1) 
A quorum shall consist of a majority of the entire membership of the board and any issue to be voted on shall be resolved by those present;
(2) 
The chairperson shall be entitled to vote upon any issue but shall have no veto power;
(3) 
The board is hereby authorized to work with the director and make recommendations to the director about any matter it deems beneficial to the orderly administration of the department. The board shall assist the director in promulgating any rules and regulations for the administration of the department.

Any disputes over use of any park facility which cannot be resolved by the director shall be heard by the board. Any person aggrieved by the decision of the board may appeal such decision to the city council.

The board shall make a study of the parks and recreational facilities and policies of the city and shall, each year, on or before the 1st day of June, make recommendations, in writing, to the director and city council as to any changes, modifications and other improvements to such facilities.

The board shall meet no less than once every two months, and such meetings shall be held at the municipal complex of the city unless notice of change of meeting place be published in a newspaper of general circulation in the city. Meetings shall be open to the public and minutes shall be filed with the city secretary and shall be treated as public record.

The function of the board shall not controverse any provision of the city charter or ordinances of the city. The function of the board shall be advisory only.
