The city council hereby adopts the Texas Uniform Act Regulating Traffic on Highways, known as article 6701d of Vernon's Texas Civil Statutes, as heretofore and hereafter amended, and ordains that such act shall be in full force and effect upon all streets, roads, alleys and thoroughfares within the city.

No person shall willfully fail or refuse to comply with any lawful order, direction or signal (visual or audible) of any police officer vested by law with authority to direct, control or regulate traffic.

It shall be unlawful for any driver to flee or attempt to flee from a police officer who orders, directs, or signals with all proper indicia (red light and/or siren) to stop such driver. The fact that a driver flees or attempts to flee from a police officer who orders, directs, or signals with all proper indicia (red light and/or siren) to stop such driver and necessitates a high speed chase or pursuit along the public streets of the city shall be prima facie evidence that it was willfully done, and the fact a high speed chase or pursuit was necessitated to stop such driver shall be prima facie evidence that such driver was attempting to flee from such police officer.

(a) 
City Hall Square and adjacent public property.
(1) 
For purposes of this section, City Hall Square is defined as that square block bounded on the east by Avenue B, on the north by Third Street, on the west by Avenue C and on the south by Second Street, and including the social services department at 905 Avenue C. Harvest Plaza is defined as the northeast portion of City Hall Square at the corner of Avenue B and Third Street.
(2) 
The use of skateboards on any public sidewalk, street or public property on, adjacent to, or abutting any street adjoining or abutting City Hall Square is hereby declared a nuisance.
(3) 
No person shall ride, cause to be ridden, operate or use a skateboard on any sidewalk abutting any street adjoining City Hall Square or on any street abutting City Hall Square or on City Hall Square.
(4) 
The northeast corner of City Hall Square is hereby dedicated as a historical site called “Harvest Plaza” for the purpose of memorializing the heritage of the city and paying tribute to those who through the history of the city have contributed to its traditions and growth. Harvest Plaza is designed as a pedestrian park with appropriate handicap access.
(5) 
The use of skateboards, roller skates, inline skates, scooters or similar recreational devices on Harvest Plaza is declared to be a nuisance.
(6) 
The use of skateboards, roller skates, inline skates, scooters or similar recreational devices on Harvest Plaza is prohibited.
(7) 
Any person who shall ride, cause to be ridden, operate or use a skateboard on any sidewalk abutting any street adjoining City Hall Square or on any street abutting City Hall square or on City Hall Square or shall use a skateboard, roller skates, inline skates, scooter or similar recreational device on Harvest Plaza in violation of this section shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section 1.01.009 of this code.
(8) 
The public works department is instructed to have signs prepared and placed about the sidewalks of City Hall Square, including the social services department and Harvest Plaza, giving notice of the prohibitions herein set out.
(b) 
Library and adjoining sidewalks.
(1) 
For purposes of this section, the Katy Library shall mean not only the Katy Library but also the Harris County Public Library Katy Branch located at 5414 Franz Road, and all improvements, including the parking lot, all located on 4.125 acres in Abstract 1510, Harris County, Texas.
(2) 
The use of skateboards, roller skates, inline skates, scooters and similar wheeled devices at the Katy Library is declared a public nuisance.
(3) 
No person shall ride, cause to be ridden, operate or use a skateboard, roller skates, inline skates, scooters and similar wheeled devices at the Katy Library or on any sidewalk abutting any street adjoining or abutting the Katy Library property.
(4) 
Any person who shall ride, cause to be ridden, operate or use a skateboard, roller skates, inline skates, scooters or similar wheeled device at the Katy Library or on the Katy Library parking lot or on any sidewalk abutting any street adjoining the Katy Library property in violation of this section shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section 1.01.009 of this code.
(5) 
The public works department is instructed to have signs prepared and placed about the Katy Library property, giving notice of the prohibitions herein set out.

No person shall drive or cause to be driven, drawn, or pushed across the south right-of-way line of Caloro Lane, east of its intersection with the east right-of-way line of Patna Drive, any motor vehicle, trailer, or house trailer. The public works department is instructed to place a permanent barricade along the south right-of-way line of Caloro Lane, east from its intersection with Patna Drive to the east line of Riceland Terrace Subdivision. For purposes of this section, “person” shall be defined as any individual, corporation, partnership, or association. “Motor vehicle,” “trailer,” and “house trailer” are defined as set forth in the Texas Transportation Code. Any person violating any provision of this section or interfering with the placement or maintenance of the barricade herein ordered erected shall be guilty of a misdemeanor and upon conviction fined in accordance with the general penalty provision found in section 1.01.009 of this code.

Katyland Drive between Nottingham Drive and Friar Tuck shall be closed to motor vehicle traffic and barricades shall be placed upon Katyland Drive preventing its use by motor vehicles traveling north or south on Katyland Drive between Nottingham Drive and Friar Tuck.
