The city hereby designates certain streets as through streets. The designated through streets for the city are described in Traffic Control Device Inventory-Schedule I on file in the office of the city secretary. This schedule is hereby adopted and incorporated in this code as if set out at length herein. The schedule may be amended from time to time by ordinance of the city council. A current schedule shall be maintained by the city secretary at all times. Whenever any ordinance modification of the city designates and describes a through street, it shall be the duty of the city to place and maintain a stop sign, or, on the basis of an engineering and traffic investigation at any intersection, a yield sign, on each and every street intersecting such through street, unless traffic at any such street is controlled at all times by traffic-control signals; provided, however, that at the intersection on two (2) such through streets, or at the intersection of a through street and a heavily traveled street not so designated, stop signs shall be erected at the approaches of either or both of said streets as may be determined by the city upon the basis of an engineering and traffic study.

A current schedule shall be maintained by the city secretary at all times.

All school zones within the city shall be created in accordance with the laws of the state and shall be delineated by school zone traffic-control devices without the necessity of stating the actual location and length of the school zone in an ordinance. All school zones hours must be delineated by the times displayed on the school zone traffic-control devices. All school zones shall be in effect on the days that the school is in session.

(a) 
Traffic-control devices consisting of two (2) red signals shall be installed and maintained at the following locations:
(1) 
Facing northbound traffic on Avenue D at a location at the intersection of an easterly extension of the south line of the one-acre tract on which the Katy Fire Station is located at 1417 Avenue D and the centerline of Avenue D.
(2) 
Facing southbound traffic on Avenue D at a location 166 feet north from the intersection of an easterly extension of the north line of the one-acre tract on which the Katy Fire Station is located at 1417 Avenue D and the centerline of Avenue D.
(b) 
When such red signal is illuminated, every driver of a vehicle shall, unless directed to proceed by a police officer, stop at such flashing red light before passing beneath it and shall remain stopped until the illuminated red signal is turned off.
