(a) Designated.
(i) Alley separating Blocks A and B; alley separating Blocks H and I.
(1) No owner or operator of a motor vehicle or trailer or any other physical
object shall allow such motor vehicle, trailer or other physical object
to be parked or left standing, attended or unattended, within the
following public alleys:
(A)
The alley separating Blocks A and B; and
(B)
The alley separating Blocks H and I.
(2) The owner of any motor vehicle or trailer or other physical object, or the operator of any motor vehicle or trailer or other physical object, who allows the motor vehicle or trailer or other physical object to remain parked or standing in the designated alleys shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section
1.01.009 of this code.
(3) The public works department shall cause signs reading “No Parking,
Tow-Away Zone” to be placed within the designated alleys.
(4) The chief of police is authorized to have towed away from such no-parking
area any vehicle or trailer or other physical object found to be in
violation of the prohibition created in this subsection. Any such
towed vehicle, trailer or object shall be released to the owner or
operator upon payment of all towing and storage charges in addition
to any fines which may later be assessed for violation of this subsection.
Each day any such violation shall continue shall be deemed a separate
offense.
(5) Any commercial vehicle loading or unloading at an establishment adjoining
such designated alley shall be allowed a sufficient time, not to exceed
thirty (30) minutes, to remain in the designated alley to load or
unload.
(ii) Apache Drive.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with the law or the direction of a police officer or
official traffic-control device no person shall stop, stand or park
a vehicle:
Both sides of the street for the length of Apache Drive.
(2)
Such parking prohibitions shall be marked in accordance with
the Texas Manual on Uniform Traffic-Control Devices for Streets and
Highways. The public works department shall cause signs to be placed
within the designated area reading “no parking, standing or
stopping, tow away zone” or similar language. The chief of police
is authorized to have towed away from such zone any vehicle found
to be in violation of the prohibition created in this subsection.
Any such towed vehicle, trailer or object shall be released to the
owner or operator upon payment of all towing and storage charges in
addition to an fines which may later be assessed for violation of
this subsection.
(3)
Any person who parks, stops or causes a motor vehicle to stand
in violation of this subsection shall, upon conviction, be guilty
of a misdemeanor and shall be fined not more than $200.00.
(iii)
Avenue A.
(1)
There is hereby designated a no-parking zone on that portion
along the east side of Avenue A, north one hundred feet (100’)
from its intersection with Fifth Street. No vehicle may park within
the limits herein defined at any time.
(2)
The public works department is hereby directed to install signs
designating said no-parking along the street in the location as shown.
(iv) Avenue D.
(1)
Highway 90 to Tenth Street.
(A)
Except when necessary to avoid conflict with other traffic or
in compliance with law or the direction of a police officer or official
traffic-control device, no person shall stop, stand or park a vehicle
on the west side or east side of Avenue D between the north right-of-way
line of Highway 90 (Highway Boulevard) and the south right-of-way
line of Tenth Street.
(B)
Any person who parks, stops or causes a motor vehicle to stand in violation of this subsection, or any owner of a motor vehicle whose motor vehicle is parked, stopped or left standing in violation of this subsection, shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section
1.01.009. The fact that an automobile that is illegally parked is registered in the name of a person shall be considered prima facie proof that such person was in control of the automobile at the time of such parking.
(C)
The chief of police or any peace officer under his command is
authorized to remove and tow, or have towed away by a commercial towing
service, any motor vehicle illegally parked contrary to the terms
of this subsection. Motor vehicles so towed shall be stored in a safe
place and shall be returned to the owner or operator of such motor
vehicle upon the payment of the towing and storage fee. Such towing
and storage fees shall be in addition to any fines which may later
be assessed for violation of this subsection. To the extent same applies
to the control by the city over its streets and rights-of-way, the
provisions of Transportation Code chapter 683 are adopted and made
a part hereof.
(D)
The public works department shall cause signs to be placed within
the designated area reading “No Parking, Standing or Stopping,
Tow-Away Zone” or similar language.
(2)
Tenth Street to Katy-Hockley Road.
(A)
Except when necessary to avoid conflict with other traffic or
in compliance with the law or the direction of a police officer or
official traffic-control device, no person shall stop, stand or park
a vehicle upon Avenue D from Tenth Street to its intersection with
Katy-Hockley Road.
(B)
Such parking prohibitions shall be marked in accordance with
the Texas Manual on Uniform Traffic Control Devices for Streets and
Highways.
(C)
Any person who parks, stops or causes a motor vehicle to stand
in violation of this subsection shall, upon conviction, be guilty
of a misdemeanor and shall be fined not less than $5.00 nor more than
$200.00. Each day any such violation shall continue shall be deemed
a separate offense.
(D)
The public works department shall cause signs to be placed within
the designated area reading “No Parking, Standing or Stopping,
Tow-Away Zone” or similar language. The chief of police is authorized
to have towed away from such zone any vehicle found to be in violation
of the prohibition created in this subsection. Any such towed vehicle,
trailer or object shall be released to the owner or operator upon
payment of all towing and storage charges in addition to any fines
which may later be assessed for violation of this subsection.
(v) Cherokee Drive.
(1) Except when necessary to avoid conflict with other traffic or in
compliance with the law or the direction of a police officer or official
traffic-control device, no person shall stop, stand or park a vehicle:
Both sides of the street for the length of Apache Drive.
(2) Such parking prohibitions shall be marked in accordance with the
Texas Manual on Uniform Traffic-Control Devices for Streets and Highways.
The public works department shall cause signs to be placed within
the designated area reading “no parking, standing or stopping,
tow away zone” or similar language. The chief of police is authorized
to have towed away from such zone any vehicle found to be in violation
of the prohibition created in this subsection. Any such towed vehicle,
trailer or object shall be released to the owner or operator upon
payment of all towing and storage charges in addition to any fines
which may later be assessed for violation of this subsection.
(3) Any person who parks, stops or causes a motor vehicle to stand in
violation of this subsection shall, upon conviction, be guilty of
a misdemeanor and shall be fined not more than $200.00.
(vi) East Fifth Street.
(1)
East Fifth Street from Katy Fort Bend Road to East Avenue is
declared a construction maintenance work zone (the “zone”).
In order to provide for the safe, efficient completion of the project,
the public works department may designate within the zone areas where
no motor vehicle or other wheeled vehicle or other object may be parked
and shall mark any area within the zone “No Parking, Tow-Away
Zone.”
(2)
Except when necessary to avoid conflict with other traffic or
in compliance with law or the direction of a police officer or official
traffic-control device, no person shall stop, stand or park a vehicle
on East Fifth Street from Katy Fort Bend Road west to East Avenue
when such area has been designated a no-parking area and signs have
been placed identifying such no-parking zone. Any police officer of
the city may cause any vehicle found parked within such no-parking
area to be removed by a tow truck and stored in a licensed storage
yard. Upon payment of all costs incident thereto, including tow fees
and storage fees, the owner may retrieve any vehicle so removed.
(3)
Any person who parks, stops or causes a motor vehicle to stand in violation of this subsection, or any owner of a motor vehicle whose motor vehicle is parked, stopped or left standing in violation of this subsection, shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section
1.01.009 of this code. Each day any such violation shall continue shall be deemed a separate offense. If the parking occurs when workers are present, the offense is a misdemeanor punishable by a fine in accordance with the general penalty provision found in section
1.01.009 of this code.
(4)
The public works department shall cause signs to placed on East
Fifth Street as herein provided, reading “No Parking, Standing
or Stopping, Tow-Away Zone,” or similar language, identifying
it as a construction zone.
(5)
The designation of a no-parking zone shall in no way limit the
right of the city to place other instructions, signals, warnings or
markings within the zone when needed for the safe, efficient operation
of the construction maintenance work. A person commits an offense
if the person disobeys the instruction, signals, warnings or markings
on a warning sign so placed and shall be punished in accordance with
V.T.C.A., Transportation Code, section 472.022, and Transportation
Code section 542.404.
(vii)
Fifth Street.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with law or the direction of a police officer or official
traffic-control device, no person shall stop, stand or park a vehicle
on the south side or north side of Fifth Street between the west right-of-way
line of Katy Fort Bend Road and the east right-of-way line of East
Avenue.
(2)
Any person who parks, stops or causes a motor vehicle to stand in violation of this subsection, or any owner of a motor vehicle whose motor vehicle is parked, stopped or left standing in violation of this subsection, shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section
1.01.009 of this code. The fact that an automobile which is illegally parked is registered in the name of a person shall be considered prima facie proof that such person was in control of the automobile at the time of such parking.
(3)
The chief of police of the city or any peace officer under his
command is authorized to remove and tow, or have towed away by a commercial
towing service, any motor vehicle illegally parked contrary to the
terms of this subsection. Motor vehicles so towed shall be stored
in a safe place and shall be returned to the owner or operator of
such motor vehicle upon the payment of towing and storage fee. Such
towing and storage fees shall be in addition to any fines which may
later be assessed for violation of this subsection. To the extent
same applies to the control by the city over its streets and rights-of-way,
the provisions of Transportation Code chapter 683 are adopted and
made a part hereof.
(4)
The public works department shall cause signs to be placed within
the designated area reading “No Parking, Standing or Stopping,
Tow-Away Zone” or similar language.
(viii)
Franz Road.
(1)
Between East Avenue and Tamworth Street.
(A)
Except when necessary to avoid conflict with other traffic or
in compliance with law or the direction of a police officer or official
traffic-control device, no person shall stop, stand or park a vehicle
upon Franz Road between the east right-of-way line of East Avenue
or [and the] west right-of-way line of Tamworth Street between the
hours of 2:00 p.m. and 4:00 p.m., Monday through Friday. The prohibition
herein made against stopping, standing or parking shall not be effective
on any official holiday of the Katy Independent School District or
at any time between school semesters and school years when classroom
attendance by students is not required.
(B)
Any person who parks, stops or causes a motor vehicle to stand in violation of this subsection shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section
1.01.009 of this code.
(C)
The public works department shall cause signs to be placed within
the designated area reading “No Parking, Standing or Stopping,
Tow-Away Zone,” or similar language. The chief of police is
authorized to have towed away from such zone any vehicle found to
be in violation of the prohibition created in this subsection. Any
such towed vehicle, trailer or object shall be released to the owner
or operator upon payment of all towing and storage charges in addition
to any fines which may later be assessed for violation of this subsection.
Each day any such violation shall continue shall be deemed a separate
offense.
(2)
Between Katyland Road and Avenue D or adjacent to esplanade.
(A)
Except when necessary to avoid conflict with other traffic or
in compliance with law or the direction of a police officer or official
traffic-control device, no person shall stop, stand or park a vehicle
on the south side or north side of Franz Road between the west right-of-way
line of Katyland Road and the east right-of-way line of Avenue D or
adjacent to either side of the esplanade.
(B)
Any person who parks, stops or causes a motor vehicle to stand in violation of this subsection, or any owner of a motor vehicle whose motor vehicle is parked, stopped or left standing in violation of this subsection, shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section
1.01.009 of this code. The fact that an automobile which is illegally parked is registered in the name of a person shall be considered prima facie proof that such person was in control of the automobile at the time of such parking.
(C)
The chief of police the city or any peace officer under his
command is authorized to remove and tow, or have towed away by a commercial
towing service, any motor vehicle illegally parked contrary to the
terms of this subsection. Motor vehicles so towed shall be stored
in a safe place and shall be returned to the owner or operator of
such motor vehicle upon the payment of the towing and storage fee.
Such towing and storage fees shall be in addition to any fines which
may later be assessed for violation of this subsection. To the extent
same applies to the control by the city over its streets and rights-of-way,
the provisions of Transportation Code chapter 683 are adopted and
made a part hereof.
(D)
The public works department shall cause signs to be placed within
the designated area reading “No Parking, Standing or Stopping,
Tow-Away Zone” or similar language.
(ix) Gardenia Street.
Except in compliance with the direction
of a police officer or for purposes of operating an authorized emergency
vehicle, no motor vehicle, wagon, cart, or trailer shall be parked
or left standing on the south or north side of Gardenia Street between
Avenue A and Avenue D nor parked or left standing in the space between
the property line and north of the paved surface of Gardenia Street
when such motor vehicle, wagon, cart, or trailer is in the inventory
of any commercial business and is offered for sale or is in the possession
of such business for purposes of service or repair, unless the owner
remains inside the vehicle or unless the vehicle, wagon, cart, or
trailer is parked for the purpose of loading or unloading passengers
or freight, and such parking shall be for no longer than the time
necessary to load or unload and deliver passengers or freight.
(x) George Bush Drive.
(1)
South side west of Avenue A.
(A)
Except when necessary to avoid conflict with other traffic or
in compliance with law or the direction of a police officer or official
traffic-control device, no person shall stop, stand or park a vehicle
on the south side of George Bush Drive west from the intersection
of the south right-of-way line of George Bush Drive and the west right-of-way
line of Avenue A, a distance of two hundred ten feet (210’).
(B)
The public works department shall cause signs to be placed within
the designated area reading “No Parking, Standing or Stopping,
Tow-Away Zone,” or similar language. The chief of police is
authorized to have towed away from such zone any vehicle found to
be in violation of the prohibition created in this subsection. Any
such towed vehicle, trailer or object shall be released to the owner
or operator upon payment of all towing and storage charges in addition
to any fines which may later be assessed for violation of this subsection.
(2)
North side between Avenue A and Avenue C.
(A)
Except when necessary to avoid conflict with other traffic or
in compliance with law or the direction of a police officer or official
traffic-control device, no person shall stop, stand or park a vehicle
on the north side of George Bush Drive between Avenue A and Avenue
C between the hours of 7:00 a.m. and 9:00 a.m. and between the hours
of 1:45 p.m. and 4:00 p.m. Monday through Friday of each week.
(B)
Any person who parks, stops or causes a motor vehicle to stand in violation of this subsection, or any owner of a motor vehicle whose motor vehicle is parked, stopped or left standing in violation of this subsection, shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section
1.01.009 of this code. The fact that an illegally parked automobile is registered in the name of a person shall be considered prima facie proof that such person was in control of the automobile at the time of such parking.
(C)
This prohibition shall not apply to any school bus operated
by the Katy Independent School District or to any motor vehicle owned
and operated by any day care center operated under a license issued
by the state.
(D)
The chief of police of the city, or any peace officer under
his command, is authorized to remove and tow, or have towed away by
a commercial towing service, any motor vehicle illegally parked contrary
to the terms of this subsection. Motor vehicles so towed shall be
stored in a safe place and shall be returned to the owner or operator
of such motor vehicle upon the payment of the towing and storage fee.
Such towing and storage fees shall be in addition to any fines that
may later be assessed for violation of this subsection. To the extent
same applies to the control by the city over its streets and rights-of-way,
the provisions of Transportation Code chapter 683 are adopted and
made a part hereof.
(E)
The public works department shall cause signs to be placed within
the designated area reading “No Parking, Standing or Stopping,
Tow-Away Zone” or similar language.
(xi) Katy High School.
Streets near Katy High School while
school is in session.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with the law or the direction of a police officer or
official traffic-control device, no person shall stop, stand or park
a vehicle:
(A)
On either side of 1st Street from Carolina Street Rail Road
crossing to Victoria Lakes Drive;
(B)
On either side of Fern Street from the Ash Street to Patricia
Lane;
(C)
Along the entire length of Eva Drive starting from the intersection
of 1st Street;
(D)
On either side of Dogwood Street from 1st Street to Patricia
Lane;
(E)
On either side of Carnation Street from 1st Street to Patricia
Lane;
(F)
On either side of Blue Bonnet Street from 1st Street to Cedar
Street;
(G)
Along the entire length of Aster Street starting from the intersection
of 1st Street;
(H)
On either side of Bartlett Street from 1st Street to Cedar Street;
(I)
On either side of Dollins from 1st Street to Pop Oman Street;
(J)
Along the entire length of Shetland Lane starting from the intersection
of 1st Street;
(K)
On either side of Ash Street from Fern [Street] to Bartlett
Street;
(L)
On either side of Cedar Street from Fern Street to Bartlett
Street;
(M)
On either side of Patricia Lane from Fern Street to Mert Street;
(N)
On either side of Birch Lane from Dogwood Street to Bartlett
Street;
(O)
On either side of Pop Oman Street from Bartlett [Street] to
Dollins Street;
(P)
On either side of Rice Street from Bartlett Street to Shetland
Lane;
(Q)
Along the entire length of Carolina Street south of US Highway
90;
(R)
Along the entire length of Alabama Street south of US Highway
90;
(S)
Along the entire length of North Woods Lane starting from FM
1463;
(T)
On either side of Woods Lane from North Woods Lane to South
Woods Lane;
(U)
Along the entire length of South Woods Lane starting at FM 1463;
between the hours of seven o’clock a.m. and four o’clock
p.m., Monday through Friday, when school is in session.

(2)
Such parking prohibitions shall be marked in accordance with
the Texas Manual on Uniform Traffic-Control Devices for Streets and
Highways. The public works department shall cause signs to be placed
within the designated area reading “no parking, standing or
stopping, tow away zone” or similar language. The chief of police
is authorized to have towed away from such zone any vehicle found
to be in violation of the prohibition created in this subsection.
Any such towed vehicle, trailer or object shall be released to the
owner or operator upon payment of all towing and storage charges in
addition to any fines which may later be assessed for violation of
this subsection.
(3)
Any person who parks, stops or causes a motor vehicle to stand
in violation of this subsection shall, upon conviction, be guilty
of a misdemeanor and shall be fined not more than $200.00.
(xii)
Katy-Hockley Road.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with the law or the direction of a police officer or
official traffic-control device, no person shall stop, stand or park
a vehicle on Katy-Hockley Road from its intersection with Avenue D
to its intersection with Morton Road.
(2)
Such parking prohibitions shall be marked in accordance with
the Texas Manual on Uniform Traffic Control Devices for Streets and
Highways.
(3)
Any person who parks, stops or causes a motor vehicle to stand
in violation of this subsection shall, upon conviction, be guilty
of a misdemeanor and shall be fined not less than $5.00 nor more than
$200.00. Each day any such violation shall continue shall be deemed
a separate offense.
(4)
The public works department shall cause signs to be placed within
the designated area reading “No Parking, Standing or Stopping,
Tow-Away Zone” or similar language. The chief of police is authorized
to have towed away from such zone any vehicle found to be in violation
of the prohibition created in this subsection. Any such towed vehicle,
trailer or object shall be released to the owner or operator upon
payment of all towing and storage charges in addition to any fines
which may later be assessed for violation of this subsection.
(xiii)
Kay West Drive.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with the law or the direction of a police officer or
official traffic-control device no person shall stop stand or park
a vehicle:
Both sides of the street for the length of Katy West Drive.
(2)
Such parking prohibitions shall be marked in accordance with
the Texas Manual on Uniform Traffic-Control Devices for Streets and
Highways. The public works department shall cause signs to be placed
within the designated area reading “no parking, standing or
stopping tow away zone” or similar language. The chief of police
is authorized to have towed away from such zone any vehicle found
to be in violation of the prohibition created in this subsection.
Any such towed vehicle, trailer or object shall be released to the
owner or operator upon payment of all towing and storage charges in
addition to any fines which may later be assessed for violation of
this subsection.
(3)
Any person who parks, stops or causes a motor vehicle to stand
in violation of this subsection shall upon conviction, be guilty of
a misdemeanor and shall be fined not more than $200.00.
(xiv)
Kingsland.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with the law or the direction of a police officer or
official traffic-control device, no person shall stop, stand or park
a vehicle upon the 26100 block of Kingsland, on the eastbound side
of the street beginning at the entrance to the staff parking lot at
WoodCreek Elementary School to Lodge Glen between the hours of two
o’clock p.m. and four o’clock p.m., Monday through Friday,
when school is in session.
(2)
Such parking prohibitions shall be marked in accordance with
the Texas Manual on Uniform Traffic-Control Devices for Streets and
Highways.
(3)
Any person who parks, stops or causes a motor vehicle to stand
in violation of this subsection shall, upon conviction, be guilty
of a misdemeanor and shall be fined not more than $200.00.
(4)
The public works department shall cause signs to be placed within
the designated area reading “No Parking, Standing or Stopping,
Tow Away Zone” or similar language. The chief of police is authorized
to have towed away from such zone any vehicle found to be in violation
of the prohibition created in this subsection. Any such towed vehicle,
trailer or object shall be released to the owner or operator upon
payment of all towing and storage charges in addition to any fines
which may later be assessed for violation of this subsection.
(xv) Kingsland Boulevard.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with law or the direction of a police officer or official
traffic-control device, no person shall stop, stand or park a vehicle
on the east or west bound lanes of Kingsland Boulevard between the
east right-of-way line of Pin Oak Road and the west right-of-way line
of Katy Fort Bend Road.
(2)
Any person who parks, stops or causes a motor vehicle to stand in violation of this subsection, or any owner of a motor vehicle whose motor vehicle is parked, stopped or left standing in violation of this subsection, shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section
1.01.009 of this code. Each day any such violation shall continue shall be deemed a separate offense.
(3)
The public works department shall cause signs to be placed within
the designated area reading, “No Parking, Standing or Stopping,
Tow-Away Zone” or similar language. The chief of police is authorized
to have towed away from such zone any vehicle found to be in violation
of the prohibition created in this subsection. Any such towed vehicle,
trailer or object shall be released to the owner or operator upon
payment of all towing and storage charges in addition to any fines
which may later be assessed for violation of this subsection.
(xvi)
Lodge Glen.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with the law or the direction of a police officer or
official traffic-control device, no person shall stop, stand or park
a vehicle upon 1100 block of Lodge Glen, south of Kingsland between
the hours of two o’clock p.m. and four o’clock p.m., Monday
through Friday, when school is in session.
(2)
Such parking prohibitions shall be marked in accordance with
the Texas Manual on Uniform Traffic-Control Devices for Streets and
Highways.
(3)
Any person who parks, stops or causes a motor vehicle to stand
in violation of this subsection shall, upon conviction, be guilty
of a misdemeanor and shall be fined not more than $200.00.
(4)
The public works department shall cause signs to be placed within
the designated area reading “No Parking, Standing or Stopping,
Tow Away Zone” or similar language. The chief of police is authorized
to have towed away from such zone any vehicle found to be in violation
of the prohibition created in this subsection. Any such towed vehicle,
trailer or object shall be released to the owner or operator upon
payment of all towing and storage charges in addition to any fines
which may later be assessed for violation of this subsection.
(xvii)
Morton Road.
Except when necessary to avoid conflict
with other traffic or in compliance with law or the direction of a
police officer or official traffic-control device, no person shall
stop, stand or park a vehicle on the north side of a line 10 feet
from and parallel to the north edge of the paved surface of Morton
Road between the southeast corner of Huntington Estates Subdivision
West to the southwest corner of Timberwilde Subdivision.
(xviii)
Pederson Road.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with the law or the direction of a police officer or
official traffic-control device, no person shall stop, stand or park
a vehicle:
Between the east right-of-way line and west right-of-way line
of Pederson Road from the south right-of-way line of Highway 90 to
the north right-of-way line of Interstate 10.

Between the south right-of-way line and north right-of-way line
of Interstate 10 north frontage road at Pederson Road from Exit 737
to the Interstate 10 west entrance ramp.
|
Between the south right-of-way line and north right-of-way line
of Interstate 10 south frontage road at Pederson Road from Exit 737
to the Interstate 10 east entrance ramp.
|
(2)
Such parking prohibitions shall be marked in accordance with
the Texas Manual on Uniform Traffic-Control Devices for Streets and
Highways. The public works department shall cause signs to be placed
within the designated area reading “no parking, standing or
stopping, tow away zone” or similar language. The chief of police
is authorized to have towed away from such zone any vehicle found
to be in violation of the prohibition created in this subsection.
Any such towed vehicle, trailer or object shall be released to the
owner or operator upon payment of all towing and storage charges in
addition to any fines which may later be assessed for violation of
this subsection.
(3)
Any person who parks, stops or causes a motor vehicle to stand
in violation of this subsection shall, upon conviction, be guilty
of a misdemeanor and shall be fined not more than $200.00.
(xix)
Pin Oak Road.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with law or the direction of a police officer or official
traffic-control device, no person shall stop, stand or park a vehicle
on the paved traffic lanes of Pin Oak Road from the north right-of-way
line of Highway Boulevard south to the north right-of-way line of
Katy Flewellen Road, including that portion of Pin Oak Road between
the south right-of-way line of Interstate Highway 10 and the north
right-of-way line of Interstate Highway 10.
(2)
Any person who parks, stops or causes a motor vehicle to stand in violation of this subsection, or any owner of a motor vehicle whose motor vehicle is parked, stopped or left standing in violation of this subsection, shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section
1.01.009 of this code. Each day any such violation shall continue shall be deemed a separate offense.
(3)
The public works department shall cause signs to be placed within
the designated area reading, “No Parking, Tow-Away Zone”
or similar language. The chief of police is authorized to have towed
away from such zone any vehicle found to be in violation of the prohibition
created in this subsection. Any such towed vehicle, trailer or object
shall be released to the owner or operator upon payment of all towing
and storage charges in addition to any fines which may later be assessed
for violation of this subsection.
(xx) Poplar Creek Ln.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with the law or the direction of a police officer or
official traffic-control device, no person shall stop, stand or park
a vehicle: On the south side of Poplar Creek Ln west of Woodcreek
Bend Ln to the Intersection of Morgan Creek Ln.
(2)
Such parking prohibitions shall be marked in accordance with
the Texas Manual on Uniform Traffic-Control Devices for Streets and
Highways. The public works department shall cause signs to be placed
within the designated area reading “No Parking, Standing or
Stopping, Tow Away Zone” or similar language. The chief of police
is authorized to have towed away from such zone any vehicle found
to be in violation of the prohibition created in this subsection.
Any such towed vehicle, trailer or object shall be released to the
owner or operator upon payment of all towing and storage charges in
addition to any fines which may later be assessed for violation of
this subsection.
(3)
Any person who parks, stops or causes a motor vehicle to stand
in violation of this subsection shall, upon conviction, be guilty
of a misdemeanor and shall be fined not more than $200.00.
(xxi)
Roberts Road.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with law or the direction of a police officer or official
traffic-control device, no person shall stop, stand or park a vehicle
on the south side of Roberts Road west from Danover to the dead-end
at Cane Island Branch of Buffalo Bayou.
(2)
Any person who parks, stops or causes a motor vehicle to stand in violation of this subsection, or any owner of a motor vehicle whose motor vehicle is parked, stopped or left standing in violation of this subsection, shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section
1.01.009 of this code. The fact that an automobile that is illegally parked is registered in the name of a person shall be considered prima facie proof that such person was in control of the automobile at the time of such parking.
(3)
The chief of police of the city or any peace officer under his
command is authorized to remove and tow, or have towed away by a commercial
towing service, any motor vehicle illegally parked contrary to the
terms of this subsection. Motor vehicles so towed shall be stored
in a safe place and shall be returned to the owner or operator of
such motor vehicle upon the payment of the towing and storage fee.
Such towing and storage fees shall be in addition to any fines that
may later be assessed for violation of this subsection. To the extent
same applies to the control by the city over its streets and rights-of-way,
the provisions of Transportation Code chapter 683 are adopted and
made a part hereof.
(4)
The public works department shall cause signs to be placed within
the designated area reading “No Parking, Standing or Stopping,
Tow-Away Zone” or similar language.
(xxii)
Tenth Street.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with the law or the direction of a police officer or
official traffic-control device, no person shall stop stand or park
a vehicle:
On the south side of Tenth Street West of Avenue D to the end
of the Whispering Lakes subdivision.
(2)
Such parking prohibitions shall be marked in accordance with
the Texas Manual on Uniform Traffic-Control Devices for Streets and
Highways. The public works department shall cause signs to be placed
within the designated area reading “no parking, standing or
stopping, tow away zone” or similar language. The chief of police
is authorized to have towed away from such zone any vehicle found
to be in violation of the prohibition created in this subsection.
Any such towed vehicle, trailer or object shall be released to the
owner or operator upon payment of all towing and storage charges in
addition to any fines which may later be assessed for violation of
this subsection.
(3)
Any person who parks, stops or causes a motor vehicle to stand
in violation of this subsection shall upon conviction be guilty of
a misdemeanor and shall be fined not more than $200.00.
(xxiii)
U.S. Highway 90.
(1)
No person shall stop, park or leave standing any vehicle, whether
attended or unattended, on either side of U.S. Highway 90 in and through
the city where signs have been placed prohibiting or restricting such
parking.
(2)
No owner or operator of a motor vehicle or trailer, or any other
physical object, shall allow such motor vehicle, trailer or other
physical object to be parked or left standing, attended or unattended,
closer than ten feet (10’) to the edge of the pavement along
the north side of the paved traveled portion of U.S. Highway 90 west
from its intersection with Katyland Drive to its intersection with
Bartlett Street, unless otherwise directed to do so by a police officer
or other peace officer.
(3)
The owner of any motor vehicle or trailer or other physical object, or the operator of any motor vehicle or trailer or other physical object, who allows such vehicle or trailer or other physical object to remain parked or standing closer than ten feet (10’) from the north line of the paved traveled portion of U.S. Highway 90 in the designated area shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section
1.01.009 of this code.
(4)
The public works department shall cause signs to be placed within
the designated area reading “No Parking Within Ten Feet (10’)
of Pavement, Tow-Away Zone,” or similar language.
(5)
The chief of police is authorized to have towed away from such
area any vehicle or trailer or other physical object found to be in
violation of the prohibition created in this subsection. Any such
towed vehicle, trailer or object shall be released to the owner or
operator upon payment of all towing and storage charges in addition
to any fines which may later be assessed for violation of this subsection.
(6)
Between Thomas Street and Pin Oak Road.
(A)
Except when necessary to avoid conflict with other traffic or
in compliance with law or the direction of a police officer or official
traffic-control device, no person shall stop, stand or park a vehicle
on the south side of U.S. Highway 90 between the west right-of-way
line of Thomas Street and the east right-of-way line of Pin Oak Road.
(B)
Any person who parks, stops or causes a motor vehicle to stand in violation of this subsection, or any owner of a motor vehicle whose motor vehicle is parked, stopped or left standing in violation of this subsection, shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section
1.01.009 of this code. Each day any such violation shall continue shall be deemed a separate offense.
(C)
The public works department shall cause signs to be placed within
the designated area reading, “No Parking, Standing or Stopping,
Tow-Away Zone” or similar language. The chief of police is authorized
to have towed away from such zone any vehicle found to be in violation
of the prohibition created in this subsection. Any such towed vehicle,
trailer or object shall be released to the owner or operator upon
payment of all towing and storage charges in addition to any fines
which may later be assessed for violation of this subsection.
(xxiv)
Woodcreek Bend Lane.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with the law or the direction of a police officer or
official traffic-control device, no person shall stop, stand or park
a vehicle upon the 1200 block of Woodcreek Bend, south of Wooded Hollow,
on the northbound side of the street and on the 1800 block of Woodcreek
Bend Lane from the intersection of Katy Flewellen Road to Poplar Creek
Lane, between the hours of two o’clock p.m. and four thirty
p.m., Monday through Friday, when school is in session.
(2)
Such parking prohibitions shall be marked in accordance with
the Texas Manual on Uniform Traffic-Control Devices for Streets and
Highways.
(3)
Any person who parks, stops or causes a motor vehicle to stand
in violation of this subsection shall, upon conviction, be guilty
of a misdemeanor and shall be fined not more than $200.00.
(4)
The public works department shall cause signs to be placed within
the designated area reading “no parking, standing or stopping,
tow away zone” or similar language. The chief of police is authorized
to have towed away from such zone any vehicle found to be in violation
of the prohibition created in this subsection. Any such towed vehicle,
trailer or object shall be released to the owner or operator upon
payment of all towing and storage charges in addition to any fines
which may later be assessed for violation of this subsection.
(xxv)
Wooded Hollow.
(1)
Except when necessary to avoid conflict with other traffic or
in compliance with the law or the direction of a police officer or
official traffic-control device, no person shall stop, stand or park
a vehicle upon the 26100 block of Wooded Hollow, east of Woodcreek
Bend, and in the 26000 block of Wooded Hollow Lane from the intersection
of Woodcreek Bend Lane to the easement east of Redstone Glen Lane,
during the hours posted for operation of a school zone, Monday through
Friday, when school is in session.
(2)
Such parking prohibitions shall be marked in accordance with
the Texas Manual on Uniform Traffic-Control Devices for Streets and
Highways.
(3)
Any person who parks, stops or causes a motor vehicle to stand
in violation of this subsection shall, upon conviction, be guilty
of a misdemeanor and shall be fined not more than $200.00.
(4)
The public works department shall cause signs to be placed within
the designated area reading “no parking, standing or stopping,
tow away zone” or similar language. The chief of police is authorized
to have towed away from such zone any vehicle found to be in violation
of the prohibition created in this subsection. Any such towed vehicle,
trailer or object shall be released to the owner or operator upon
payment of all towing and storage charges in addition to any fines
which may later be assessed for violation of this subsection.
(xxvi) Welwyn Ln.
(1) Except when necessary to avoid conflict with other
traffic or in compliance with the law or the direction of a police
officer or official traffic-control device, no person shall stop,
stand or park a vehicle upon the 1900 block of Welwyn Lane from the
intersection of Parkfield Drive to the intersection of Innovation
Drive during the hours posted for operation of a school zone, Monday
through Friday, when school is in session.
(2) Such parking prohibitions shall be marked in accordance
with the Texas Manual on Uniform Traffic-Control Devices for Streets
and Highways.
(3) Any person who parks, stops or causes a motor vehicle
to stand in violation of this subsection shall, upon conviction, be
guilty of a misdemeanor and shall be fined not more than $200.00.
(4) The public works department shall cause signs to
be placed within the designated area reading "no parking, standing
or stopping, tow away zone" or similar language. The chief of police
is authorized to have towed away from such zone any vehicle found
to be in violation of the prohibition created in this subsection.
Any such towed vehicle, trailer, or object shall be released to the
owner or operator upon payment of all towing and storage charges in
addition to any fines which may later be assessed for violation of
this subsection.
(xxvii) Kessler Point Place.
(1) Except when necessary to avoid conflict with other
traffic or in compliance with the law or the direction of a police
officer or official traffic-control device, no person shall stop,
stand or park a vehicle upon the 1900 block of Kessler Point Place
from the intersection of Innovation Drive to the end of the street
(dead end), during the hours posted for operation of a school zone,
Monday through Friday, when school is in session.
(2) Such parking prohibitions shall be marked in accordance
with the Texas Manual on Uniform Traffic-Control Devices for Streets
and Highways.
(3) Any person who parks, stops or causes a motor vehicle
to stand in violation of this subsection shall, upon conviction, be
guilty of a misdemeanor and shall be fined not more than $200.00.
(4) The public works department shall cause signs to
be placed within the designated area reading "no parking, standing
or stopping, tow away zone" or similar language. The chief of police
is authorized to have towed away from such zone any vehicle found
to be in violation of the prohibition created in this subsection.
Any such towed vehicle, trailer, or object shall be released to the
owner or operator upon payment of all towing and storage charges in
addition to any fines which may later be assessed for violation of
this subsection.
(xxviii) Innovation Drive .
(1) Except when necessary to avoid conflict with other
traffic or in compliance with the law or the direction of a police
officer or official traffic-control device, no person shall stop,
stand or park a vehicle upon on the north side of the 7300–7500
hundred block of Innovation Drive from the intersection of Cypress
Cove Ln/Compass Drive to the eastern boundary of Robertson Elementary
property (7400 Innovation Drive); and on the south side of the 7400–7500
block of Innovation Drive between the intersection of Cypress Cove
Ln/Compass Drive to the intersection of Welwyn Ln during the hours
posted for operation of a school zone, Monday through Friday, when
school is in session.
(2) Such parking prohibitions shall be marked in accordance
with the Texas Manual on Uniform Traffic-Control Devices for Streets
and Highways.
(3) Any person who parks, stops or causes a motor vehicle
to stand in violation of this subsection shall, upon conviction, be
guilty of a misdemeanor and shall be fined not more than $200.00.
(4) The public works department shall cause signs to
be placed within the designated area reading "no parking, standing
or stopping, tow away zone" or similar language. The chief of police
is authorized to have towed away from such zone any vehicle found
to be in violation of the prohibition created in this subsection.
Any such towed vehicle, trailer, or object shall be released to the
owner or operator upon payment of all towing and storage charges in
addition to any fines which may later be assessed for violation of
this subsection.
(b) Authority to move vehicles.
Whenever any police officer
finds a vehicle standing upon that portion of the roadway in violation
of the foregoing provisions, such officer is hereby authorized to
move such vehicle, or require the driver or other person in charge
of the vehicle to move same, to a position outside the restricted
area.
(c) Penalty.
Any person violating any provision of this section shall be guilty of a misdemeanor, and upon conviction thereof shall be punished in accordance with the general penalty provision found in section
1.01.009 of this code.

(a) No owner or operator shall park a motor vehicle or trailer on the
following designated streets between the hours of 5:00 a.m. and 7:00
p.m. for a period of time longer than two (2) hours on any day except
Sunday:
(1) The east side of Avenue B from its intersection with Fifth Street
to its intersection with George Bush Drive.
(2) The north side of George Bush Drive from its intersection with Avenue
A to its intersection with Avenue C.
(b) The owner of any motor vehicle or trailer, or the operator of any motor vehicle or trailer, who allows the motor vehicle or trailer to remain parked or standing in the designated areas for more than two (2) hours shall, upon conviction, be guilty of a misdemeanor and shall be fined in accordance with the general penalty provision found in section
1.01.009 of this code. The public works department shall cause the curb along the designated streets to be painted in contrast to its present color to designate the parking area and shall cause signs to be posted indicating the parking limitation. The chief of police is authorized to have towed away from such limited parking area any vehicle found to be in violation of the limitation created in this section. Any such towed vehicle shall be released to the owner or operator upon payment of all towing and storage charges in addition to any fines which may later be assessed for violation of this subsection.
