(a) 
Katy Comprehensive Plan 2000 and Beyond April 2001, is found to be designed to lessen traffic congestion; protect the public from fire; promote health and the general welfare; provide adequate light and air; prevent the overcrowding of land; avoid undue concentrations of population and facilitate the adequate provision of transportation, water, sewers, parks and other public requirements; prevent the flooding of land by stormwater and to generally preserve the historic hometown heritage of the city. It is further found that all prerequisites to the approval and adoption of the plan have been fully satisfied.
(b) 
Katy Comprehensive Plan 2000 and Beyond April 2001 is hereby approved and adopted to serve as a basis for future development and growth in the city.
(c) 
The official copy of Katy Comprehensive Plan 2000 and Beyond April 2001, signed and dated by the mayor, shall be filed in the office of the city secretary and open there for study and review.
(d) 
Katy Comprehensive Plan 2000 and Beyond April 2001 shall be a basis for all future city plans, policies, and strategies and used to coordinate and guide Katy development strategies as contemplated by Local Government Code chapter 211, which is hereby adopted. All city ordinances or city code provisions requiring public compliance with a master plan shall hereafter be in compliance with the plan adopted by this section.
