It shall be unlawful for any person to keep, use or operate on any street within the city any taxicab, unless a written permit for such taxicab shall have first been obtained from the city secretary by the person owning or controlling such taxicab, and unless such permit shall be in effect at such time. The requirement of this section that a permit be obtained from the city secretary shall not apply to those permittees who operate more than twenty (20) taxicabs when such taxicabs are licensed to operate in the city and such licenses or permit numbers are maintained on the taxicab and the permittee has furnished a list of taxicabs operated by the permittee in compliance with this article.

Every holder of a franchise required by the provisions of this article shall make application for a vehicle permit each year for each vehicle used in the conduct of the taxicab business to the city secretary.

All permits for the operation of a taxicab in the city shall be issued and signed by the city secretary and sealed with the seal of her office. Such permit shall be dated on the day of its issuance, shall bear the serial number, shall show the name and address of the permittee, shall show that the permittee has been authorized by the city council to conduct a taxicab business in the city until the expiration of the thirty-first (31st) day of December next following the date of issuance, and that said permit is subject to cancellation at any time by the city council.

At the time of issuance of a franchise under the provisions of this article, the permittee thereof shall pay to the city secretary for up to five (5) taxicabs the sum as provided for in the fee schedule found in appendix A of this code. At the time of the issuance of said franchise, the holder thereof shall file with the city secretary a statement in writing, under oath, signed by him, showing the make, model, VIN number, and stating the license number of each taxicab. Permits shall be valid for the year issued and shall terminate December 31 of each year. Permits must be renewed each year with the fees set out above paid no later than December 15 of the year preceding the year for which the renewal is sought. A permit shall not be renewed for more than four (4) years beyond the first year, unless prior to the end of the fifth (5th) year an extension is approved by the city council.

If a vehicle to which a permit has been issued is taken out of service and replaced with another vehicle, or if additional vehicles are placed into service after the maximum fee requirements of section 4.09.084 have been satisfied, the holder shall furnish the same information, under oath, as required for the initial registration.
