The city hereby offers a reward of two hundred and fifty dollars
($250.00) for the information leading to the arrest and conviction
of any person or persons found guilty of committing the crime of arson
within the corporate limits of the city. This reward is a standing
offer and shall be paid out of the general fund of the city. The city
council shall be the sole and exclusive judge in determining the eligibility
for this reward.

(a)
General.
The city's fire station located on Bell Patna
Drive may only be accessed by vehicular traffic during emergency situations
or for the operation of emergency equipment and vehicles.
(b)
Criminal penalty.
(1)
Any business or person who shall intentionally, knowingly, recklessly, or with criminal negligence, violate any provision of this section shall be deemed guilty of a misdemeanor and, upon conviction, shall be shall be punished by a fine of not more than $500.00 in accordance with section 1.01.009 of this code.
(2)
It shall be a defense to prosecution of any violation of this section
that a person violated this article while acting to prevent imminent
death or bodily injury to any person involved in an accident.
