There is hereby created and established a fire department consisting
of a fire chief and such other members as the city council may from
time-to-time provide who shall man the fire department.

The fire department shall provide firefighting, fire protection
and rescue services for the city. The fire department shall be responsible
for fire suppression and conservation of natural and human resources
and shall provide emergency rescue and ambulance service. The fire
department shall attend not only to all situations concerning the
extinguishments of fires but also to all emergencies normally performed
by a fire department, whether of a medical emergency or rescue or
search operation.
