There is expressly authorized within the police department of the city an emergency dispatching service for the use as hereinafter provided. The dispatching service shall be operated twenty-four (24) hours each day during the full year. The responsibility for the maintaining of such dispatching service shall be the duty of the chief of police.

The personnel required to provide the service shall be recommended to the city council by the chief of police. Approval of the personnel to fill the positions shall be made by the city council; provided, however, if an emergency shall arise requiring temporary assistance for such service, the mayor or the mayor pro tem shall be authorized to give temporary approval of personnel until a meeting of the city council. The compensation and hours to be worked by the personnel shall be determined by a budget approved by the city council.

The dispatching service shall be limited to vehicles directly in service with the city, and no dispatching shall be made on other than an emergency basis to any other agency or law enforcement service. It is the duty of the chief of police to maintain the proper records, logs, and information required for the operation of the equipment used by the service, and to be responsible that such equipment is maintained and in a manner acceptable to all requirements of any agency supervising the installation and use of radio communication equipment.
