There is hereby established the office of local registrar of births and deaths for the city, under the provisions of article 4477, Revised Civil Statutes, with all the duties, powers, responsibilities and obligations pertaining to the office of local registrar, as provided by the public health laws of the state, and particularly the provisions of article 4477 relating thereto.

The local registrar shall, in lieu of the fees prescribed for local registrars by state law, receive a monthly salary.

The local registrar shall select and appoint a deputy registrar to the end that at all times a registrar may be available for the registration of births and deaths. The deputy registrar shall, at the time of his appointment, be an employee of the health department of the city and shall receive no additional compensation for such service.

The local registrar shall collect all fees for birth certificates, death certificates, correction certificates and all other certificates provided for by law, and shall give a receipt therefor to the payer. All such fees shall be paid to the general fund of the city.
