All books, papers, records and documents belonging to the office
of any city officer shall be open to inspection of the mayor and other
officers of the city. All officers and employees of the city, upon
the expiration of their terms of office or the termination of their
employment, whether by expiration, resignation or otherwise, shall
turn over and deliver to their successors in office, or to the city
at the city hall or at such place as the city council shall designate,
all property of the city and also all papers, books, plats and records
of public nature, which they have secured by reason of or made in
performing the duties of such office or employment in their possession
of which they are entitled to or charged with by virtue of their office
or employment, and all books required to be kept shall be turned over
to the city in a complete and proper state. The salary of all officers
and employees of the city for the month preceding the termination
of their terms of office or employment by expiration, resignation
or otherwise shall be retained by the city until they have complied
with the requirements of this section, and no warrant for such salary
or any part thereof shall be drawn, signed, issued, or paid, except
upon written motion adopted by the city council until after such requirements
are complied with.

For each check or electronic payment issued to the city and
returned by a financial institution, there shall be a charge in the
same amount as charged by the county for a returned check or electronic
payment.

A convenience fee of one dollar and twenty-five cents ($1.25)
per transaction shall be assessed to the customer paying through the
city’s website or over the telephone to reimburse the city for
reasonable expenses incurred to process the transaction. No convenience
fee will be assessed to customers paying in person, by mail, or through
a monthly recurring payment option.
