The term “playgrounds,” as used in this division, shall mean and include any and all of the public grounds and parks in the city. “Playground equipment,” as used in this division, shall include all seesaws, swings, merry-go-rounds, slides, wading pools, tennis courts, football fields, baseball fields, softball fields and any and all other equipment, courts, fields, lights or apparatus of any kind whatsoever in the public grounds or parks of the city.

The playgrounds and playground equipment are primarily for the use and entertainment of the citizens of the city, but nothing in this division shall be construed as prohibiting their use by visitors to the city so long as such visitors conform to the rules and ordinances and conduct themselves properly.

It shall be unlawful for any person or group of persons to monopolize any playground or playground equipment to the extent that others may not have their turn at play within reasonable limits of time.

(a) 
The use of the city’s tennis courts shall be open to all alike, and so that games or players may not conflict, the time of play allotted to any player or group of players shall be reasonable.
(b) 
All other forms of play except that of tennis are hereby forbidden on the tennis courts. Riding bicycles, playing catch, running, roller skating or skateboarding are expressly forbidden on or adjacent to the courts.
(c) 
It shall be unlawful for any person to use or play on any playground tennis court except when wearing regulation soft rubber-soled tennis shoes.
(d) 
Nothing in this section shall be construed as prohibiting matches or tournaments, but before any such match or tournament is held, arrangements in advance by use of facility usage form must be made with the city manager or his representative for such reservation, whose decision shall be final.

(a) 
The use of the softball diamonds on city playgrounds shall be open to all amateur teams for league play and practice. Practices may be scheduled by reservation and approval of the parks and recreation department. A fee may be charged for use of the lights.
(b) 
Softball diamonds may be used for tournament play with arrangements made in advance by use of facility usage form and approval of the coordinator whose decision is final.
(c) 
Fees for such use may be charged as established by ordinance.

(a) 
All city parks shall be closed to the public from 12:00 midnight until 4:00 a.m., Sunday through Saturday.
(b) 
It shall be unlawful for any person to remain on public park property during the closed hours specified in subsection (a) hereof.
(c) 
The prohibition specified herein shall not apply to any person who has obtained a permit for overnight camping in Baker Park or to persons engaged in organized activities authorized by the parks and recreation department.

(a) 
The use of the city’s skate park facilities located at Hawn Park is restricted only to skateboards, roller skates, roller blades, and other similar equipment. It shall be unlawful for any person to use or play on the skate park facilities except when using a skateboard, roller skates, roller blades, or other similar equipment, and all other forms of play, except that of skateboarding, roller skating, roller blading, or other similar equipment, are hereby forbidden on the skate park facilities. Riding bicycles or any other type of related activity is expressly forbidden on or immediately adjacent to the skate park facilities.
(b) 
Any person who violates any provision of this section, or who fails to comply with any of the provisions contained herein, shall be guilty of a class C misdemeanor and, upon conviction, shall be subject to a fine in accordance with the general penalty provision set forth in section 1.01.009 of this code. Each day that such violation continues shall constitute a separate offense and shall be punishable accordingly.
(c) 
The prohibition contained herein shall not apply to any person or persons assisting, supervising, or attending another person under his direct supervision or control while that person is lawfully utilizing the skate park facilities in the manner set forth above.
