The official rules and regulations governing the use and conditions of use of Herman Baker Park are as provided in this division.

(a) 
These regulations shall be enforced by the officers of the police department.
(b) 
Any person found to be in violation of any of the rules and regulations of Herman Baker Park will be subject to removal from the park by the officers of the police department. Any person who shall be found in violation of any of the rules and regulations hereby adopted who shall be instructed by the police to depart shall be punished as provided in section 1.01.009.

It is the intention of the city council that a copy of this division shall be permanently kept in the office of the city clerk and that it be posted in a conspicuous location at the entrance to the park.

The Herman Baker Park is subject to being closed by unfavorable weather and grounds conditions, as it is primarily a flood control site.

No person shall use any facility in the Herman Baker Park except for the purpose for which it is designated, and no person shall use any campsite facility without paying the user fee.

No hunting or trapping of animals shall be allowed in the grounds of the Herman Baker Park.

No flowers, trees, shrubs or plants shall be picked, cut, broken, burned or damaged. No person shall take or remove any rock, earth, slate or mineral of any kind without the consent and permission of the park ranger.

No person shall take or remove, willfully injure or destroy any park or city property; or cut, mark, paint or otherwise deface any building, rock, tree or other property.

No person shall dump or deposit refuse in the park area.

Fires shall be permitted only in camp stoves or designated fireplaces.

Pets are permitted on leash only and must display evidence of current rabies vaccination. Pets are not permitted in any public buildings, in the waters of swimming areas or in the enclosed portion of such areas. Pets shall be restricted or confined during the night. Horses, stock, poultry and other livestock or any dangerous or disturbing pets or other animals shall not be allowed in the park.

Firearms and other dangerous weapons shall not be brought into the park area.

Fireworks and explosives are prohibited in the park area.

No person shall enter the park area during posted closing hours.

No person or group of persons shall conduct an assembly or public demonstration in the park area except by written permission of the park department director.

Public nudity or public disrobing is prohibited in the park area.

No person shall enter a posted prohibited area.

No alcoholic beverages may be sold or publicly consumed within the park area.

The soliciting, selling or peddling of food, merchandise or services within the park is prohibited except by written permission of the park department director.

Adults are responsible for the conduct and safety of minors under their supervision.

The Herman Baker Park shall be open only during posted hours.

(a) 
Vehicle operation shall not exceed ten (10) mph in the park area.
(b) 
All motorized vehicles shall be confined to the parking area only; parking is permitted only in authorized or designated areas.
(c) 
All vehicles shall be equipped with an unmodified street legal muffler.
(d) 
No nighttime vehicular traffic shall be permitted after closing hours except that of a necessary or emergency nature; only park maintenance vehicles are permitted on trails or pathways.

(a) 
All overnight camping (including shelters) shall be by permit only, on a first-come, first-served basis. No campsite may be occupied by the same person or group for more than seven (7) days.
(b) 
Persons under sixteen (16) years of age are not permitted to stay overnight unless accompanied by a parent or legal guardian or in a group supervised by a responsible adult.
(c) 
Radios, phonographs, television sets and musical instruments will not be played between 10:00 p.m. and 7:00 a.m. in the sleeping quarters or campgrounds and no person shall disturb the peace and quiet of others in such areas during such hours.
(d) 
The parks and recreation department may specify the type, arrangement and use of camping equipment, and campers will not dispose of waste, water, sewage or effluent from sinks, toilets or other plumbing fixtures directly upon or into the surface of the ground or water.
(e) 
Only persons authorized to use overnight facilities are permitted in the park overnight.
(f) 
The city is not responsible for any lost or stolen items of camping or personal equipment or property and shall not be liable for personal injury, damages or loss of any nature.

(a) 
Boats with single-headed electric trolling motors with no more than thirty-five-pound thrust will be allowed on the park lake along with paddle-powered boats or canoes. No double-headed trolling motors or gasoline motors will be allowed on the lake. No sail-driven crafts will be allowed on the lake. Approved life jackets, vests or flotation devices must be provided for each canoe occupant under the age of fifteen (15) years.
(b) 
Users of any boats on the lake are there at their own risk. The city accepts no responsibility for injuries or accidents.
(c) 
Swimming will be at the individual’s own risk.
(d) 
The placing of trotlines in the lake is prohibited.
