The director of the department shall cause to be appointed such
personnel as are needed to be code enforcement inspectors. Code enforcement
inspectors shall possess the basic qualifications of an electrical
inspector and such other qualifications as may be required by the
position.

The electrical inspector shall have the right during reasonable
hours to enter any building or premises in the discharge of his official
duties for the purpose of making inspection, reinspection or test
of electrical equipment or installations thereat or therein. When
any electrical equipment is found by an inspector to be dangerous
to persons or property because it is defective or improperly installed,
the person owning the electrical equipment shall be notified in writing
and shall have any changes or repairs made as required by the electrical
inspector, which will place such equipment in safe condition. If such
work is not completed within the period specified by the inspector
in the notice, the inspector shall have the authority to disconnect
or order the disconnection of electric service to the dangerous electrical
equipment. In cases of emergency, when necessary for safety to persons
or property, or when electrical equipment may interfere with the work
of the fire department, the senior officer of the fire department
at the site shall also have authority to immediately cause the disconnection
of any electrical equipment.

The electrical regulations of this article may be modified or
waived by special permission in particular cases where such modification
or waiver is reasonable, does not differ from the intent of this article,
and does not create an injustice. Such permission shall in all cases
be obtained from the electrical inspector in writing prior to starting
the work, and a copy of the permission shall be filed in the office
of director of the department.

This article shall not be construed to relieve from or lessen
the responsibility or liability of any party owning, operating, controlling
or installing any electrical equipment for damages to persons or property
caused by a defect herein, nor shall the city be held as assuming
any such liability, by reason of the inspection or reinspection authorized
herein, or the certificate of approval or disapproval of any equipment
authorized herein.

(a) If
in the judgment of the electrical inspector or his authorized representative,
after inspection, any electrical installation is unsafe or dangerous
to person or property, the electrical inspector or his representative
shall have the power to cause such electrical installation to be disconnected
from the source of electrical energy supplying the same. Thereafter,
it shall be unlawful for any person to cause or permit electric current
to be supplied to such electrical installation until the same shall
have been made safe and an inspector shall have issued a certificate
of approval to that effect.
(b) When
an electrical inspector condemns all or any part of any electrical
installation, the owner or electrical contractor may, with five (5)
days after receiving written notice thereof, file a petition in writing
for review of such action of the electrical inspector by the electrical
board, such petition to be filed with director of the department,
and upon receipt of such petition, the director of the department
shall arrange for a meeting of such board and such board shall make
a decision in accordance with its findings with ten (10) days after
the filing of such petition, which decision shall be final. There
shall be a fee in the amount established by resolution paid by the
person desiring the review at the time the review request is submitted.
