(a) It
shall be unlawful for any person to install, alter or make addition
to any electrical wiring, devices or equipment subject to the provisions
of this article, without first securing a permit therefore from the
department of code enforcement. Applications for such permits shall
state the location of the work to be done, a description of the work
and whether it will consist of a new installation or addition thereto,
or repair or alteration of an old installation, and the name of the
owner or occupant of the building or premises, and the permit, when
issued, shall be to such applicant.
(b) The
permit, when issued, shall be for such installation as described in
the application, and no deviation shall be made from the installation
so described.
(c) No
permit shall be required for the installation of electrical wiring,
devices and equipment installed by or for a utility company operating
under a franchise from the city to transmit and sell electrical energy,
provided such electrical wiring, devices and equipment are for the
use of such utility company in its operation as a public utility as
provided for in its franchise.
(d) No
permit shall be required for the installation of wiring devices and
equipment for railroads on their own property.
(e) No
permit shall be required for the installation of communication wiring,
devices and equipment, for companies engaged in the business of supplying
communication service and operating under a franchise from the city.
(f) No
permit shall be required for the installation of fire alarm systems,
security alarm systems or sound systems.
(g) Permits
will not be required for maintenance work done by any person through
an employee regularly employed to do such maintenance work solely
on or within the premises of property owned or controlled by such
person; provided, however, such maintenance work shall not include
the installation of any new work or additions to existing installations.

(a) Before
any permit is granted for the installation, alteration or repair of
any electrical wiring, devices or equipment, the person making application
for such permit shall pay to the city a fee in the amount so specified.
The fee is for new work or addition to old work. Permit, inspection
and other fees may be established by ordinance or resolution.
(b) All
permit fees prescribed and paid pursuant to the provisions of this
article shall be paid to the building department of the city, and
the accumulated daily amounts thereof shall be paid over to the finance
department of the city.

(a) Upon
application thereof the director of the department or his authorized
representative may, at his discretion, issue a temporary permit authorizing
the connection of service to any building or electrical installation
for a period not to exceed ninety (90) days in cases where the immediate
connection of such service is by him considered necessary, desirable
and reasonably safe, provided that it appears that applicant for such
temporary permit can and will quality for a regular permit under the
provisions of this article within a reasonable length of time.
(b) All
temporary construction service shall be inspected and approved by
the electrical inspector after installation, and so such temporary
construction service shall be connected to the electrical distribution
system without this approval.

(a) Upon
the completion of the installation of any electrical wiring, device
or equipment, it shall be the duty of the person installing same to
notify the code enforcement department and an inspector shall inspect
the installation with twenty-four (24) hours after notice is given.
(b) If,
upon inspection, it is found that any part of the installation does
not comply with the provisions of this article, the inspector shall
give written notice of the violation to the person to whom the permit
is issued by attaching a (red) tag to the equipment.
(c) When
an installation, upon completion, is found to comply with all the
requirements of this article, the inspector shall attach a certificate
of approval (green tag) to the equipment and notify the local electrical
power company. Such certificate shall authorize the connection of
the installation to the electric service and the use of the installation.
