Violations of this chapter are punishable as provided in section 1.01.009 unless stated otherwise in this chapter.

No person shall board or alight from any vehicle while such vehicle is in motion.

No person shall ride on any vehicle upon any portion thereof not designated or intended for the use of passengers. This provision shall not apply to any employee engaged in the necessary discharge of a duty, or to persons riding within truck bodies in space intended for merchandise.

No person riding upon any motorcycle shall attach the same or himself to any moving vehicle upon any roadway.

It shall be unlawful for any person to ride a skateboard, skates, bicycle or other similar device, other than a wheelchair or other apparatus for the physically impaired, upon all sidewalks within that portion of the central business district bounded on the north by Washington Street, on the west by Crockett Street, on the south by King Street, and on the east by Walnut Street. Sidewalks on either side of the boundary streets are also included in this area.

It shall be unlawful for any person, other than a city employee, to remove or damage any barriers erected under the direction of the city engineer either closing a street or for the purpose of warning traffic of an obstruction in the street.

(a) 
Within the central business district of the city, as defined by the zoning ordinance of the city, the city manager or his designated representative may, for the purpose of regulating certain aspects pertaining to vehicular traffic on the streets within such district, provide for loading and taxi zones; provide for pedestrian walkways or crossings, particularly when construction or obstruction renders normal sidewalks or crossings useless or unsafe; provide for the regulation of traffic under certain emergency conditions; and provide for angular or parallel parking, and the time and hours of the day for such parking; and provide penalties for the violation of such directives; and anything else for the convenience of the public, both pedestrian and vehicular, and may provide for the removal of vehicles found in violation of such directives.
(b) 
His directive shall be in writing, filed with the city clerk, chief of police, city engineer and fire chief, and shall be submitted to the council at its next regular meeting and will be effective upon the appropriate signs being erected.
(c) 
This delegation of authority shall be exercised with due consideration and then only after consultation with the chief of police, the city engineer, the fire chief, and in certain instances with the chief building inspector. The intent of this section is to provide for emergency decisions and otherwise shall not be construed as circumventing the responsibilities and obligations of the duly elected officials.
