No person shall discharge or cause the discharge of pollutants, substances, or wastewater in any abandoned water well or at or in any other place which would pollute any source of water supply.

No person shall discharge or cause the discharge of the following in the wastewater collection system:
Prohibited materials including, but not limited to ashes, wax, paraffin, cinders, sand, mud, straw, wood shavings, sawdust, bone, paunch manure, hair, hides or fleshings, entrails, whole blood, feathers, grain processing wastes, compounds and residues from grinding operations (excluding food grinders), acetylene generation sludge, chemical residues, acid residues, plastics, rubber, tar, asphalt residues, food processing bulk solids, or any rubbish, refuse, sludge or other discarded materials requiring disposal as a solid waste as defined in article 13.06 of this code;
Solids or viscous substances, including, but not limited to fats, oils, and grease in amounts which cause obstruction of flow resulting in pass through or interference of the POTW and/or result in sanitary sewer overflows that discharge into the MS4;
Wastewater containing excessive amounts of fats, oils, and grease in amounts which may, alone or in combination with other wastes, cause accumulation and/or result in blockages or obstruction of flow in the wastewater collection system, interfere with the normal operations of pumps and their control, and/or contribute waste of a strength or form that is beyond the treatment capability of the wastewater treatment plant;
Garbage that is not properly shredded to such an extent that all particles will be carried freely under the flow conditions normally prevailing in the wastewater collection system, with no particles having greater than one-half inch (1/2") cross-sectional dimension;
Wastes from interceptors and traps, including, but not limited to: wastes collected from cleaning or pumping grease/sand interceptors, grease traps, oil/water separators, sand traps or other similar waste collection devices;
Pollutants, substances or wastewater which imparts color which cannot be removed by the existing wastewater treatment plant processes, including, but not limited to: tannins, dye wastes and vegetable canning solutions;
Wastewater containing materials which can exert, cause, or contain unusual concentrations of solids, including but not limited to: inert total suspended solids, fuller’s earth, lime slurries, lime residues, or unusual concentrations of dissolved solids including, but not limited to, sodium chloride, calcium chloride and sodium sulfate;
Pollutants, substances or wastewater not amenable to treatment by the existing processes and facilities employed by the city’s wastewater treatment plant and/or pollutants, substances or wastewater that is amenable to treatment only to such a degree that the wastewater treatment plant effluent cannot meet the requirements of the city’s TPDES wastewater discharge permit;
Removing wastes collected in a grease trap, grease/sand interceptor, waste collection tank or other treatment device and reintroducing any portion of the wastes back into the wastewater collection system either directly or indirectly;
Discharging pollutants, substances, or wastewater directly into a manhole or other opening in the wastewater collection system other than through an approved sewer service line;
Discharging hauled waste which has been transported from another site onto a residential, commercial, or industrial site except as outlined in section 13.07.361 of this article; and
Discharging pollutants, substances, or wastewater from non-domestic sources into the collection system at a residential or other domestic wastewater source.

No person shall discharge or cause the discharge of pollutants, substances or wastewater from a building sewer or wastewater collection system onto any portion of the MS4.
