(a) No person shall bypass any installed treatment device or sample port to avoid complying with the requirements of this division.
(b) Any wastes prohibited by this division shall not be processed or stored in such a manner that they could be discharged to the wastewater collection system or MS4.
(c) No person shall allow an accumulation of fats, oils and grease, or solids to occupy more than twenty-five percent (25%) or more of the wetted capacity of the passive treatment device, as measured from the bottom of the device to the static level of liquid in the device (25% rule). This prohibition shall not apply to alternate grease removal devices (AGRDs) that have specific manufacturer's recommended maintenance programs or required BMPs as described in section
13.07.793(b).
(d) No fats, oils and grease or solids accumulated in a grease trap shall be allowed to pass into the wastewater collection system or MS4 during maintenance activities.
(e) No liquid wastes shall be returned to a treatment device or holding tank during or after cleaning, either from the same device or holding tank or from other treatment devices or holding tanks.
(f) No person shall increase the use of water or in any other way attempt to dilute a waste stream in lieu of adequate treatment.
(g) No person shall introduce, cause, permit, or suffer the introduction of any additives that include, but are not limited to: enzymes, emulsifiers, chemicals, degreasers, surface active agents (surfactants), solvents, or other agents into a treatment device which allows fats, oils and grease or other objectionable wastes to pass through the treatment device into the wastewater collection system.
(h) It is an affirmative defense to an enforcement action under subsection
(g) of this section that the use of surfactants or soaps is incidental to normal kitchen hygiene operations.
