A. 
Any person who owns, keeps or harbors any dog and who permits such dog to run at large shall be guilty of a violation of this article. The annual fee for each dog license registration shall be $15 for a neutered animal and $18 for a nonneutered animal.
B. 
Dogs used as guides dogs or service dogs, as defined in N.J.S.A. 10:5-5, shall be licensed and registered as other dogs hereinabove provided for, except that the owner or keeper of such dog shall not be required to pay any fee therefor. A dog temporarily placed in a foster home as part of a formalized training to be a guide dog or service dog shall not be required to be licensed and registered while the dog remains in the foster home for such training.

There shall be established herein the rules and regulations governing the Barrington dog park, located at Lost World Park in the Borough of Barrington:
A. 
Dog park hours are from dawn to dusk and may be closed or adjusted as conditions require.
B. 
Maximum of two dogs per adult at once inside the dog park. When others are waiting, use shall be limited to 30 minutes. The maximum number of dogs at one time is 20 dogs.
C. 
Dogs must be leashed prior to entering and upon leaving the dog park. Owners must remain with their dogs at all times and must carry a leash for each dog.
D. 
The owners of each dog and/or any person responsible for the dog(s) shall, at all times, clean up after the dogs and dispose of waste in an appropriate container.
E. 
The owners of each dog and/or any person responsible for the dog(s) shall maintain control over the dogs at all times and must immediately remove threatening or aggressive dogs. Mounting shall be cause for the removal of the dog from the dog park.
F. 
Any dog over the age of four months must be healthy, vaccinated, legally licensed and wearing ID tags prior to use of the dog park.
G. 
Dogs under the age of four months are prohibited from the dog park.
H. 
Female dogs in heat are not permitted in the dog park.
I. 
No food or food products are allowed, whether intended for human or dog consumption.
J. 
While inside the dog park boundaries, an adult must accompany minors under the age of 15 years. Children under the age of eight years are not permitted in the dog park.
K. 
Gates providing ingress and egress to and from the dog park must remain closed at all times.
L. 
All rules governing Borough parks and recreation areas and relevant parking regulations apply.

It shall be the responsibility of the owner of any apartment, dwelling, rental facility and/or rental unit, as defined in Chapter 267, § 267-1 of this Code, to supply to the Borough Clerk on January 15 and July 15 of every calendar year a comprehensive list of any and all dogs owned by, or under the care, custody and/or control of, any tenant, resident and/or guest of any apartment, dwelling, rental facility and/or rental unit in the Borough of Barrington.

Any person violating any of the provisions of this article shall, upon conviction thereof, be punishable as provided in Chapter 1, General Provisions, Article I.

Any person who violates Chapter 123, § 123-1, General Provisions; license fee; exemption, by not licensing or renewing the license of any dog by November 30 of each year shall be subject to a late fee of $10. Said fee shall be charged per pet.
