Whenever the Barrington Board of Health or an animal control officer as duly appointed by the Borough Council of the Borough of Barrington shall deem it necessary and expedient for the preservation of the public health, safety or general welfare of the Borough of Barrington to remove an animal or animals from a property within the Borough of Barrington, all costs and expenses incurred by the Borough of Barrington shall be the responsibility of the owner and/or occupier of the property.
A. 
In all cases where the Barrington Board of Health or an animal control officer as duly appointed by the Borough Council of the Borough of Barrington pursuant to § 123-22 of this article deems it necessary and expedient for the preservation of the public health, safety or general welfare of the Borough of Barrington to remove an animal or animals from a property within the Borough of Barrington, the Secretary of the Barrington Board of Health or an animal control officer as duly appointed by the Borough Council of the Borough of Barrington, as appropriate, shall submit the costs and expenses thereof to the Borough Clerk of the Borough of Barrington who shall, thereafter, direct a bill to the owner and/or occupier of the property, for payment within 20 days of its mailing date.
B. 
Should the owner, operator and/or occupier refuse and/or neglect to tender to the Borough payment of the costs and expenses as referenced in § 123-23A of this article within 20 days after the mailing of the notice, the Borough Clerk shall effect notice, pursuant to Subsection C of § 258-14 of the Code of the Borough of Barrington, that the refusal and/or neglect to tender payment to the Borough within 10 days of the costs and expenses shall result in the cost as shown thereon to be charged against said land.
C. 
Where the owner, operator and/or occupier shall refuse and/or neglect to tender payment to the Borough within 10 days after the mailing of the notice as referenced in § 123-23B of this article, the Borough Clerk shall certify the costs and expenses thereof to the Borough Council of the Borough of Barrington, which shall examine the certificate and, if found correct, shall cause the cost as shown thereon to be charged against said land. The amount so charged shall forthwith become a lien upon such land and shall be added to and become a part of the taxes next to be assessed and levied upon such lands, the same to bear interest at the same rate as taxes and shall be collected and enforced by the Borough of Barrington Tax Collector.
