(a) The city commission may establish such boards as it shall deem necessary to properly effectuate city business. Members of the commission are entitled to nominate persons to serve on established boards, subject to the approval of the city commission.
(b) Nominations shall be made by the mayor and commissioners on a rotating basis, allowing each member of the commission the opportunity to have input into the composition of any given board. Each commissioner shall be entitled to nominate a person to serve on any city board in the same place as the position occupied by the nominating commissioner on the commission, e.g., place 1, place 2, etc. The mayor shall be entitled to nominate a person to serve on any position on any city board for place 5 and higher. Appointments should be made on the second regular meeting in the month after city elections and appointees shall serve the term of the elected official appointing them, except as otherwise provided by statute or law.
(c) Except as otherwise provided by law, all boards are advisory and are authorized only to make recommendations to the city commission.
(d) Except as otherwise provided by law, there shall be a minimum of five (5) members to each city board. Among exceptions are the economic development corporation, whose membership is governed by statute, the civil service board, which is also governed by statute, and the community development advisory board which is regulated by statute and governed by zone. All individuals interested in appointment shall submit an application and shall be knowledgeable of the purpose and functions of the board on which they propose to serve. An appointee to a board shall forfeit his appointment upon his failure to attend three (3) consecutive meetings in a calendar year, unless the member is excused by majority vote of a quorum of the members of the board at a duly called meeting.
(e) Board members shall reside within the city or within the extraterritorial jurisdiction of the city (1 mile), shall serve at the pleasure of the city commission, and may be removed without cause.
