A veteran’s advisory board is hereby established, the same to consist of five (5) members. Each appointee to the board shall be residents of good moral character and should demonstrate an interest in the general welfare of the city. Each appointee shall continue to serve until a successor is appointed. An appointee shall forfeit his office if such appointee fails to attend three (3) consecutive meetings in a calendar year. The mayor shall be an ex-officio member of the board.

(a) 
The initial veterans advisory board members shall be appointed by the mayor with the approval of the city commissioners. One each of the original five (5) appointed board members shall serve for terms of one (1), two (2), three (3), four (4) and five (5) years, respectively, as determined by an initial drawing of lots by the original board members. All successor appointees shall serve four-year terms, save and except for vacancies resulting from death, resignation, failure to remain a resident of the city, or other causes, to be filled by appointment by a majority of the elective commission and to serve for the remainder of such term. Successor appointees shall also be filled by appointment by the mayor with the consent of the city commission. The appointment of a board member to fill an unexpired term or a successor term shall be by the mayor with the approval of the city commission.
(b) 
Additionally, two (2) alternate board members who may serve during the absence of any regular board member and who shall then have the same authority to act as the regular members may be appointed by the mayor with the approval of the city commission, to serve for a term of four (4) years.

The veterans advisory board shall make such rules and regulations for the conduct of its meetings and carrying out the provisions of this division as shall be needed.

The veterans advisory board shall acquaint itself with and make a continuous study and inspection of all city-owned facilities related to veterans and shall advise the city commission, from time to time, as to the present and future maintenance, operation, planning, acquisition, development, enlargement and public use policy of such facilities. It shall advise the city commission on veterans’ issues as they pertain to city government. It shall make an annual report and recommendation to the city commission on its activities and work.
