(a) 
The city hereby adopts the emblem identified and depicted in this section as the official city emblem (the "city emblem"). The city ratifies any and all of its prior uses of the city emblem by any city personnel or employees in furtherance of official business of the city.
(b) 
No person may use, in any manner or form, the city emblem, or any mark confusingly similar thereto, for any purpose, without prior written authorization from the city manager or his designee, including, but not limited to, for the purpose of indicating sponsorship by, affiliation with or the approval of the city.

(a) 
Identification required.
Each motor vehicle and piece of heavy equipment owned by the city shall have printed upon each side of such motor vehicle or piece of heavy equipment the words "City of Highland Village, Texas," followed, in letters that are plainly legible at a distance of not less than 100 feet, the title of the department having custody of such motor vehicle or piece of heavy equipment. The color of such inscription shall be in a color sufficiently different from the body of the vehicle or piece of heavy equipment so that the lettering shall be plainly legible. The city official having control of the motor vehicle or piece of heavy equipment shall be responsible for ensuring the motor vehicle or piece of heavy equipment is properly marked.
(b) 
Exempt vehicles.
The provisions of subsection (a) of this section shall not apply to automobiles used by the city's police department when used for the purpose of performing official duties.

All engineers, surveyors, architects or other professionals who are employed as independent contractors by the city shall maintain insurance for damages and costs resulting from errors, omissions or negligence in their employment in a minimum amount of $250,000.00 for each event. The minimum amount of insurance coverage as required in this section may be increased by the city manager, in his sole discretion, for individual projects or matters based upon their size, cost and potential for damage or loss. Such requirement for insurance coverage, as provided for in this section, may be waived by the city manager, where the fees or project scope is less than $25,000.00 for any one project or where total fees in a given calendar year are less than $25,000.00; provided, however, that such decisions of the city manager may be reviewed by the city council upon written request.
