The city manager or his designee or assignee, agent, representative or other person retained by the city to seek collection of the face value of a dishonored check is authorized and instructed to assess each person who has tendered a check to the city in payment for services rendered by or received from the city, and in all other cases in which a payment is made to the city, which check is returned to the city following its dishonor by a payor, a processing fee of $25.00 for each such check which is returned.
