The city is both empowered and duly authorized to grant, convey and sell personal surplus property of the city as the purposes of the city may require.

(a) 
A detailed listing of all items determined to be surplus property shall be compiled by the city manager.
(b) 
The city manager shall develop bid specifications and invitations for proposals of all or any portion of the specified items for sale.
(c) 
Notice of the time and place when and where such proposals shall be opened shall be published in a newspaper of general circulation in the city once a week for two consecutive weeks prior to the time set for awarding the bids. The date of the first publication shall be least 14 days prior to the date set for the opening of the proposals. In addition thereto, the notice shall be posted at the city hall for at least 30 days prior to the date set for the opening of the proposals.
(d) 
The city manager shall arrange a date or dates upon which interested or prospective bidders may view all the surplus properties offered for sale.
(e) 
All proposals must be submitted prior to the time and place when and where the bids are to be opened. In no event shall such proposals be submitted to the city later than 2:00 p.m. on the day preceding the opening of such bids.
(f) 
Acceptance of the successful bid shall be made at the earliest practicable time after opening of such bids.
(g) 
The city shall reserve the right to reject any and all proposals submitted to it for any cause or reason, including the right to reject a higher bid in favor of a lower one.

The proceeds derived from the sale of surplus properties shall be deposited into the general fund of the city. Expenditures of such proceeds may be made for any lawful purpose.
