The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
A chain-link fence at least six feet high entirely enclosing the storage facility and having at least one locking gate to enable the lessees of the facility to access their personal property.
A commercial establishment having more than 20 separate, locked storage areas whereby, for consideration, a person leases space in a portion of the structure for the storage of personal property items, excluding boats, airplanes and motor vehicles.
