(a) 
Position created.
There is hereby created and established the position of health authority for the city.
(b) 
Appointment and qualifications.
The city council shall appoint a health authority to serve the city who is:
(1) 
A competent physician;
(2) 
Legally qualified to practice medicine under the laws of the state;
(3) 
Of reputable professional standing; and
(4) 
A resident of the city and the state.
(c) 
Term.
The appointment shall be for a term of two years, and until a successor health authority is appointed and qualified.
