(a) 
It shall be unlawful for a person to park a vehicle on the following designated streets or portion of such designated streets:
(1) 
Within ten feet of the roadway of Highland Village Road between Sellmeyer Lane and Lakeland Drive West and between Interstate 35E and Lakeland Drive East, respectively.
(2) 
On any non-curbed and non-guttered street within the city which is 18 feet in width or less, when such vehicle extends more than three feet into the roadway, measured from the edge of the paved portion of the roadway toward the center of the roadway.
(3) 
On any nonpaved surface on public or private property.
(b) 
It shall be unlawful for a person to park, stand or stop a commercial or private vehicle at the following locations at all hours:
Briarhill Boulevard:
(1)
2300 block (west side), from the railroad tracks to its intersection with Sugarloaf Court.
(2)
2300 block (east side), from the railroad tracks to its south intersection with Rosedale Street.
Highland Forest Drive:
(1)
East side, from the intersection of Justin Road north to the southeast corner of Pinehurst Court.
(2)
West side, from its intersection with Justin Road (F.M. 407) north 419 feet.
Inca Place (cul-de-sac), from its eastern intersection with Victoria Drive, 373 radial feet to its western intersection with Victoria Drive.
Medina Drive:
(1)
East side, 138 feet south of its intersection with 555 Medina Drive.
(2)
East side, 195 feet north of its intersection with 555 Medina Drive.
(3)
West side, 153 feet south of its intersection with Victoria Drive.
Nelson Parkway, both east and west sides in its entirety.
Rosedale Street (south side), from its south intersection with Briarhill Boulevard to 120 feet west of its intersection with Ranier Court.
Sellmeyer Lane:
(1)
East side, 244 feet south of 572 Sellmeyer Lane.
(2)
West side, 153 feet south of its intersection with Victoria Drive.
Victoria Drive:
(1)
North side, from its intersection with Sellmeyer Lane, 366 feet west to Inca Place.
(2)
North side, from its intersection with Inca Place, 650 feet west to Medina Drive.
(c) 
No person shall stop, stand or park a vehicle on days when school is in session between the hours of 7:00 a.m. to 9:00 a.m. and 2:30 p.m. to 4:30 p.m. at the following locations:
(1) 
Briarhill Boulevard (west side), from Sugarloaf Court to 407 feet north of its south intersection with Rosedale Street.
(2) 
Briarhill Boulevard (east side), from its south intersection with Rosedale Street to 416 feet north of its south intersection with Rosedale Street.
(3) 
Shasta Court.
(4) 
Sugarloaf Court.
(5) 
Rosedale Street, from its intersection with Shasta Court to its south intersection with Briarhill Boulevard.
(6) 
Rosedale Street (north side), from its south intersection with Briarhill Blvd. to 125 feet east of its intersection with Ranier Court.
(7) 
Rosedale Street (south side), from 120 feet west of its intersection with Ranier Court to 120 feet east of its intersection with Ranier Court.
(d) 
During the hours of operation of the school crossing zone, school crossing guards may park, stand or stop a private vehicle that displays a city school crossing guard decal at the following locations:
The southeast corner of Briarhill Boulevard and Rosedale Street.

It shall be unlawful for any person as driver or owner to leave, park or stand, or allow or suffer another to leave parked or standing, any truck-tractor, semi-trailer, pole trailer, commercial vehicle or trailer exceeding five tons or containing three or more axles, upon property within any area zoned residential according to the zoning ordinances of the city, or upon any public street or alley within such dwelling district between the hours of 10:00 p.m. and 8:00 a.m.

(a) 
Definitions.
The following terms, when used in this section, shall have the meanings respectively ascribed to them:
Commercial motor vehicle.
A motor vehicle designed or used for the transportation of property, or for delivery purposes, not including a passenger bus, passenger automobile, motorcycle, panel delivery truck or pickup truck or vehicle used in the delivery of the United States mail.
Mobile home/HUD-code manufactured housing.
Structures/vehicles as defined by state law, Texas Revised Civil Statute Ann. section 5221f, as amended.
Pole trailer.
A vehicle without motive power designed to be drawn by another vehicle and attached to the towing vehicle by means of a reach or pole, or by being boomed, or otherwise secured to the towing vehicle, and ordinarily used for transporting long or irregularly shaped loads such as poles, pipes, or structural members capable, generally, of sustaining themselves as beams between the supporting connections.
Recreational vehicle/travel trailer/camper.
A vehicular portable structure designed for temporary or short-term occupancy for travel, recreation or vacation. The term does not apply to mobile homes or HUD-code manufactured housing which are designed for year-round occupancy.
Semi-trailer.
A vehicle designed or used with a motor vehicle so that part of the weight of the vehicle and its load rests on, or is carried by, another vehicle.
Trailer.
A vehicle that is designed or used to carry a load wholly on its own structure and is drawn or designed to be drawn by a motor vehicle.
Truck-tractors.
A motor vehicle designed or used primarily for drawing another vehicle and not constructed to carry a load other than a part of the weight of the vehicle and load to be drawn.
Vehicle.
For purposes of this section, shall mean and refer to any of the enumerated types of vehicles, trailers or trucks stated herein.
(b) 
Applicability.
It shall be unlawful for any person to leave, park or stand any of the following vehicles:
(1) 
Boat;
(2) 
Boat-trailer;
(3) 
Mobile home;
(4) 
Camper;
(5) 
Travel trailer;
(6) 
Recreational vehicle;
(7) 
Truck-tractor;
(8) 
Semi-trailer;
(9) 
Pole trailer; or
(10) 
Commercial motor vehicle or trailer exceeding five tons or containing two or more axles;
upon any public street, public right-of-way, highway or alley within the corporate limits of the city, except as otherwise provided herein.
(c) 
Vehicle owner presumed responsible for violation.
If any vehicle listed above is found to be in violation of any provision of this section, or of state statutes regulating the stopping, standing or parking of a vehicle, and the identity of the driver cannot be determined, the owner or person in whose name such vehicle is registered is presumed to be the person who parked said vehicle at the time and place the offense occurred. This presumption is rebuttable and shall have the effects and consequences set forth in section 2.05 of the Texas Penal Code. The state department of transportation's computer-generated record of the registered vehicle owner is prima facie evidence of the contents of the record.
(d) 
Exceptions.
These provisions shall not apply to the temporary parking or standing of said vehicles for the purpose of loading or unloading passengers or contents, for the connection or disconnection of such vehicles or trailers, or for the performance of the function for which the vehicle was intended; provided, however, that the permitted activities herein stated shall occur during the hours of 7:00 a.m. to 10:00 p.m. and shall be of only the necessary duration to accomplish the permitted activity.
(e) 
Permit for parking in residential district.
Any person desiring to park any of the said vehicles in a residentially zoned district shall first obtain from the city police department a permit for such parking. Any person desiring a permit under this section shall make application for such permit to the city police department, setting forth the location, time and date of said parking, the name and address of the person requesting the parking permit, and the vehicle identification number. The parking permit shall be issued upon payment of a fee of $25.00.
(f) 
Number and duration of parking permits.
Four parking permits may be issued per year per household covered by the permit application. No other parking permits shall be issued for that location during that year, which year consists of 365 days. Each parking permit shall be valid for three consecutive days, being Friday after 6:00 p.m. until 7:00 a.m. on the succeeding Monday. No more than four permits shall be issued for any one premises during said year.
(g) 
Vehicles coupled together.
For purposes of this section, only one permit shall be necessary for a combination of not more than two vehicles, including but not limited to a truck and semi-trailer, truck and trailer, coupled together by a towing device; provided, however, that a boat or other such vehicle is permitted to be coupled to the trailer to the extent the combination is not longer than the trailer itself and the vehicle to be towed is securely attached to the trailer.
(h) 
Penalty.
Any person, firm or corporation violating any provision of this section shall be fined an amount not to exceed the sum of $1,000.00, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
