Whenever between November 1 and April 1 of any year, or whenever there shall be an accumulation of or a forecasted accumulation of four inches of snow or an accumulation of sleet or ice that creates or is likely to create dangerous driving or walking conditions, placing residents and others at risk of injury, and which might be relieved to some extent by regulating the parking of motor vehicles so as to allow plowing, salting and snow removal, all public roads in the Town of East Greenbush shall be deemed an emergency route.
Upon the forecasted precipitation, the Commissioner of Public Works or his/her designee shall issue a signed notice of a snow emergency, which shall be sent electronically to the East Greenbush Police Department and the area media. The Town shall, on all available social media and special alert notifications, attach said notice to be broadcast to all residents and businesses.
All such public roads shall continue to be emergency routes until the Commissioner of Public Works or his/her designee of the Town of East Greenbush shall have caused the same to be free of all accumulation. All public roads shall continue to be emergency routes until the Commissioner of Public Works or his/her designee lifts said snow emergency.
No person shall leave, permit or obstruct the removal of any accumulation, allow to remain parked unattended any wagon, motor vehicle, trailer, truck or any other motorized vehicle on any state, county or Town highway in the Town of East Greenbush which has been deemed an emergency route.
A. 
In the event any such vehicle, as defined in § 36-4, is parked or left unattended on any such street or highway, the same shall be and is hereby declared to be a nuisance and may be removed by the Commissioner of Public Works of the Town of East Greenbush or his designee or any other Town officer from such highway or road at the expense of the owner or the person in possession thereof.
B. 
Such vehicle so removed shall be returned to the owner or the person in possession thereof only upon the payment of the necessary expense for the removal and care of sale vehicle.
