Editor's note–Printed herein is the charter of the City of Highland Village, Texas, which was adopted at an election held on January 18, 1986, as amended through May 4, 1996, and as subsequently amended. Apart from minor nonsubstantive changes in style and formatting, the charter is reproduced as it appeared in the 1999 Code of Ordinances. Capitalization, punctuation and grammar have been retained. Obviously misspelled words have been corrected without notation. Material enclosed in brackets has been added for clarification. Amendments to the charter after May 4, 1996, are indicated by a history note following the amended provision. The absence of a history note indicates the material is unchanged from the charter as amended through May 4, 1996.
THE HOME RULE CHARTER OF HIGHLAND VILLAGE
PREAMBLE
Recognizing that effective government is a government of law, we the people of Highland Village, Texas, establish this Charter as the basic law of our City. This Charter will provide a home rule government which will recognize and protect individual freedom, encourage interest and participation by the citizens, and serve in behalf of the general welfare.
