The classified service of Queen Anne's County is hereby established.
B.
All appointments, promotions and personnel transactions within the
County's classified service shall be based solely upon merit
and fitness ascertained by means of job-related selection practices
and techniques and without regard to race, color, religion, political
affiliation, marital status, sex, age, physical or mental disability
or any other basis prohibited by state or federal law.
