(a) 
The city council hereby adopts a place system for election of its city councilpersons/ aldermen. There are hereby established five places from which city councilpersons/aldermen may be elected. Places for city councilperson/alderman are hereby established as follows:
Alderman, Place No. 1
Alderman, Place No. 2
Alderman, Place No. 3
Alderman, Place No. 4
Alderman, Place No. 5
(b) 
At the next regular municipal election of aldermen after the adoption of this section, the mayor and Alderman Place No. 2 and Place No. 4 shall be placed on the ballot for election. For the regular municipal election of aldermen in 2010, Alderman Place No. 1, Place No. 3, and Place No. 5 shall be placed on the ballot for election.
(c) 
At the next regular city council meeting after this section is adopted, the city council shall assign place numbers to each incumbent's office.
(d) 
When incumbent aldermen's terms of office expire, any candidate for the office of alderman shall file an application for a specific place on the city council.

The city council hereby determines that the city council shall have its regular meetings on the third Thursday of each calendar month. When appropriate, the mayor or mayor pro tem may instruct the city secretary not to schedule and post a regular meeting, including but not limited to when the meeting would fall during the holidays, when it is known that a quorum will not be available or when there is not sufficient city business to warrant a meeting. Additional meetings of the city council may be scheduled as deemed appropriate and in accordance with state law. The exact time and location for each meeting shall be posted in accordance with the Texas Open Meetings Act. Meetings shall be cancelled only in the absence of the mayor, and with the written consent of the mayor and/or two council members, unless otherwise required by law (e.g., a quorum is not present).
