Be it resolved by the Mayor and Council of the Borough of Ho-Ho-Kus that, pursuant to Article I of this chapter, the following charges and fees are hereby established for the Department of Water Supply of the Borough of Ho-Ho-Kus, to take effect immediately and to remain in effect until further action of the Mayor and Council.

A.
Other than to the Borough of Ho-Ho-Kus, each hydrant: $50 quarterly.

B.
Fire service connection (sprinkler line). Each fire service connection: $125 annually.

C.
No water shall be used except for tests and in case of fire. The charges for resealing will be at cost.

Unmetered service shall be charged at the rate of $100 per quarter or portion thereof.
B.
Removing and replacing meters within a period of one year at the request of the customer: $50.

C.
Discontinuance of water service or transfer of account.

Temporary, for less than 30 days, where the meter remains on the customer's premises and service will continue with the same owner: $50. Water service may be discontinued at the written request of the owner of the property utilizing the service, on forms prescribed by the Municipal Clerk. If the written request states that the discontinuation is for a period of 30 days or less and specifies a date for the restoration of service, the Department will not obtain a meter reading unless the usual date for obtaining a reading occurs during the period when service is discontinued. The Department will restore discontinued service at the written request of the owner, provided that there are no past-due charges for service or for repairs or replacement of meters or receptacles.

Permanent or for discontinuance of service greater than 30 days, where the meter is removed: $50. Water service may be discontinued at the written request of the owner of the property utilizing the service, on forms prescribed by the Municipal Clerk. The Department will restore discontinued service at the written request of the owner, provided that there are no past due charges for service or for repairs or replacement of meters or receptacles. A restoration fee of $50 will also be charged.

Transfer of account at the request of the customer. A water account may be finalized for the purpose of transferring the account to a new property owner/tenant at the written request of the owner of the property utilizing the service, on forms prescribed by the Water Registrar. The Department will obtain a final meter reading as of the date when service is transferred, and the owner/tenant shall pay the final bill based on the reading. The final bill will include a service charge of $100 for the meter reading.

Meter protection. In every case where service is discontinued, and the meter, receptacle, and volume read-out device will not be removed from the property, the owner shall take appropriate steps to protect those devices from damage and injury if the property is to be vacant. If the meter, receptacle or read-out device is damaged, destroyed, or stolen, the owner shall be responsible for paying for any required repairs or replacement.
D.
Meter charges. The cost of installing a five-eighths-inch meter shall be made at cost (as set forth under Subsection E, Labor, materials and equipment, below), except that the five-eighths-inch meter and three four-inch couplings will be furnished without charge. Meters in excess of 5/8 of an inch will be charged for the cost in excess of that of a five-eighths-inch meter.
E.
Labor, materials and equipment. Where Article I of this chapter provides, the customer shall be charged the current cost, inclusive of all factors, of construction, installations, repairs, connections and other services performed by the Water Department.
F.
Where any water service line or main is installed by the customer or a private contractor, a fee equal to that of the Borough's Plumbing Inspector will be charged to cover time spent for a Water Department Supervisor to supervise and make inspections as required.

G.
Missed appointments. Where a customer or his duly authorized agent makes an appointment for reading the water meter and fails to keep the appointment, a fee of $25 shall be charged.

H.
The Water Department will perform a data log of the water meter upon the request of a customer, at the rate of $25 per data log. A report giving the result of such recording will be made available to the customer, and a record of such recording will be kept.
