For the purposes of this article, the following terms shall have the meanings respectively ascribed:
A fenced-in area within a City-owned property designated and approved for dog exercise where dogs are allowed off leash while under the supervision of their owner(s). Owners are subject to Article 7 of the Agriculture and Markets Law (Chapters 220 and 221, Laws of 1978) and all City of Troy municipal rules and regulations that govern dogs. Enforcement shall be set by § 124-23, dog park rules. Fencing shall meet the standards of dog park fencing throughout New York State, under the guidelines of the American Kennel Club.

Any municipal park or recreational facilities owned, operated or under control of the City.
A written authorization issued under the authority of the Commissioner of Parks and Recreation with the approval of the Mayor, permitting the performance of a specified event or contest in any of the parks or recreational facilities.
An identification card issued to City residents.
