(a) 
City councilmembers for the city shall hereafter be elected by the place system. The respective assigned place numbers to the offices of city councilmembers are as follows:

(b) 
Hereafter, as terms of the incumbent city councilmembers expire, any candidate for the office of councilmember in any city election shall file his application for a specific place on the city council as designated above. In all such elections, the ballot shall show each office of councilmember as a separate office by the respective place number with the name of each candidate printed thereon under the specific office for which he is a candidate.

Whenever the mayor or any councilmember incurs any expense associated with official city business they shall be reimbursed for actual expenses incurred. All such expenses must be reasonable. To claim reimbursement for expenses, an expense voucher must be filed with the city secretary along with all expense receipts.

When travel is required for city business and a personal vehicle is used, travel mileage will be paid at the rate of sixty-three cents ($0.63) per mile plus any parking fees. Toll road fees are included in the travel mileage rate. Persons receiving a car allowance are not eligible to receive travel mileage reimbursement for travel within the city limits.

All meetings shall be held in accordance with applicable open meetings laws. All reports, communications, ordinances, resolutions, or other matters for the city council's agenda shall be delivered to the city secretary a reasonable period of time prior to the meeting (5:00 p.m. Wednesday prior to the meeting) or as soon as possible in cases of emergency.
