A. 
The Town Manager shall direct all departments to submit their capital budget requests in a form and on a schedule. Any spending request that meets one or more of the criteria established by Section 6-7 of the Charter shall be considered a capital improvement for capital budgeting purposes.
B. 
No appropriation for a capital improvement shall be voted by the Town Council unless the request for the proposed capital improvement has first been submitted to the Town Manager as herein provided.
The Town Council shall review the proposed Capital Improvements Program as submitted by the Town Manager and shall make such changes as it deems necessary, adopting the program together with the budget in the manner prescribed by the Charter.
