(a) The
city council here by authorizes, ratifies and confirms the placing
and maintenance of all traffic-control signs now existing in the corporate
city limits, under their authority.
(b) The
traffic-control signs on state highway right-of-way are not under
the authority of the city.

The city council further authorizes the future placing and maintenance
of all traffic-control signs at or under the direction of the city
engineer, said signs to conform to the Texas Manual of Uniform Traffic-control
Devices, adopted by the Texas Department of Transportation of the
State of Texas. A record shall be made of the placement of each such
traffic-control sign, such record to be maintained in the office of
the city engineer.

Wherever and whenever any such traffic-control signs have been
placed, it shall be unlawful for the driver or operator of any vehicle
to fail to comply in obedience thereto and such driver or operator
who has complied, as required, shall be subject to the usual right-of-way
rules described by law.

Any person violating any of the provisions of this article shall
be deemed guilty of a misdemeanor and upon conviction thereof shall
be fined in any sum not to exceed $500.00.
