A. 
Establishment. There is hereby created the Arts and Entertainment Department for the City. This Department shall consist of the Director and such other officers and employees as authorized by the City Council.
B. 
Director of the Department; creation. There is hereby created the position of Director of the Department, who shall be appointed by the City Manager as provided by law. When this position is vacant, the City Manager, or a representative named by the City Manager, shall serve as the Acting Director of the Department until this office is filled by appointment.
C. 
Director of the Department; duties.
(1) 
The Director of the Department shall be responsible for ensuring that the functions and duties of the Department are performed by the employees of said Department.
(2) 
The Director shall have control and supervision over all officers and employees assigned to the Department, subject to the control of the City Manager.
(3) 
The Director shall ensure the Arena and Bloomington Center for the Performing Arts are utilized to their full potential, maximize community impact and minimize burden on the taxpayers of the City.
D. 
Departmental functions and responsibilities.
(1) 
The Department shall be responsible for the operation and control of the Arena and Bloomington Center for the Performing Arts (hereafter "facilities"). This includes, but is not limited to, management of the facilities, event management at the facilities, planning and securing events at the facilities.
(2) 
The Department shall be responsible for planning community and downtown events and/or festivals as assigned by the City Manager.
