There is hereby created and established a fire department in
and for the city, which shall be under the direct supervision of the
chief of such department. During the absence or disability of the
chief, the city manager shall designate some properly qualified person
to perform the duties of such office.

Included in the personnel of the fire department shall be such
full-time paid or part-time paid employees as the city council may
direct from time to time. The hours of employment of paid members
and the compensation to be paid such members shall be fixed by the
city council.

The volunteer members of the fire department may organize and
adopt such bylaws, rules and regulations which shall be consistent
with the laws of the state, and ordinances of the city, and shall
be subject to the approval of the city council. The officers of the
department may be chosen by the members thereof. The department shall
be required to hold at least two drills each month, and the total
period of drills each month shall cover at least four hours; the conduct
of the drills shall be in accordance with the drills outlined by the
Texas A&M training school.
